Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.
- 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2018 International Energy Conservation Code (IECC), 2018 International Existing Building Code (IEBC), and 2018 International Mechanical Code (IMC), effective January 1, 2021, per Minidoka County's Adopted Building Codes page (minidoka.id.us/371/Building-Codes).
- 2018 International Fire Code (IFC) and 2018 International Fuel Gas Code (IFGC) are also currently enforced per the Minidoka County Building Department's Commercial Building Permit Guide (Commercial Application Packet), which lists the full current-codes set for commercial/multi-family projects.
- Effective February 1, 2021, all new residential construction Mechanical permit applications require Manual J design documents, per the county's Adopted Building Codes page.
- The Residential Building Permit Guide (within the Residential Application Packet) separately publishes county-specific climate/geographic design criteria under the 2018 IRC: 20 lb (4800) ground snow load, 90 mph wind speed, Seismic Design Category B, 24-inch frost line depth, and a 5°F winter design temperature.

Required for new single-family dwellings, duplexes, and townhouses, plus additions, remodels, decks, fences, retaining walls, and patio covers within the City of Rupert. Issued and reviewed by the Minidoka County Building Department under the 2018 IRC, since Rupert does not operate a separate city building office.

Required for installation of rooftop or ground-mounted solar photovoltaic systems within the City of Rupert. The structural/roof-mounting scope is processed as a Residential (or Commercial) Building Permit by the Minidoka County Building Department, the building/permitting authority for Rupert, under the 2018 IRC/IBC. The electrical-connection scope is NOT issued by Minidoka County — per the County's own 'Permitting With Other Agencies' page, plumbing and electrical applications, permits, and inspections are processed and completed by the State of Idaho (DOPL), not the county.

Installing a Level 2 (240V) or other electric vehicle charging station within the City of Rupert requires an electrical permit from the State of Idaho Division of Occupational and Professional Licenses (DOPL) — Minidoka County does not administer electrical permitting at all, per the county's own 'Permitting With Other Agencies' page (the same arrangement as for Rupert's Solar PV Permit). Idaho's electrical fee schedule (IDAPA 24.39.10, Rule 500) has no EV-charger-specific line item; the installation is billed under the statewide 'Other Installation' wiring-cost-based fee, the same schedule used for any dedicated-circuit electrical alteration.

Tips & gotchas
- Rupert does NOT operate its own building department. Building permits within Rupert city limits are issued and administered entirely by the Minidoka County Building Department (715 G Street, Rupert) — the same office that serves unincorporated Minidoka County and the Cities of Acequia, Minidoka, and Paul. This is confirmed both by the county's own Building and Zoning page ("Minidoka County serves as the Building Department for Minidoka County and the Cities of Acequia, Minidoka, and Paul, and Rupert") and by the City of Rupert's own website, which does not maintain a dedicated building-permits page and directs inquiries to City Hall / the county office.
- The City of Rupert's own Zoning Administrator (Rick Nay) is the same person who serves as the county's Building Official — a shared-staff arrangement rather than genuinely separate offices, per the contact listings in the Residential, Commercial, and Manufactured Home Building Permit Guides.
- Despite the shared building department, the City of Rupert retains its own, separate Fire Department (624 F Street, Chief Roger Davis, (208) 436-9600) distinct from the county's rural fire districts (West End, MCFPD) — Fire District review is a required, separately-submitted step for commercial/multi-family permits and for residential drives over 150'.
- Setback minimums are jurisdiction-specific even though the same department reviews both: Cities (including Rupert) require 20' from road right-of-way edges vs. 30' in unincorporated county areas (side/rear setbacks are 5' in both).
- No dollar-figure, valuation-based building-permit fee schedule is published online for Minidoka County/City of Rupert — minidoka.id.us/185/Building-Permits, minidoka.id.us/352/Residential, minidoka.id.us/354/Commercial, the county's DocumentCenter, and the iWorQ Online Web Portal all state only that fees are calculated from 'Project Value' without publishing the underlying rate table.
