Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Electrical, HVAC/mechanical, and plumbing permits within Jerome city limits are NOT issued by the City of Jerome Building Safety Department. The City has partnered with the Idaho Division of Occupational and Professional Licensing (DOPL) for these three trades, which issues its own permits and performs its own inspections statewide wherever local jurisdictions have not assumed that authority. This is a structural difference from the nearby City of Twin Falls, which runs its own city-issued MEP permit program.

No dedicated EV charger/EVSE fee category exists in IDAPA 24.39.10 (Rules of the Idaho Electrical Board) either, nor on the City of Jerome's Fees page or Master City-Wide Fee Schedule -- an EV charger circuit added to an existing residence is billed under the flat $65 Existing Residential Dwelling Unit Permit fee, while a commercial or multi-family installation is billed under the Other Installation (Including Industrial and Commercial) Permit's wiring-cost-tiered schedule, both set by DOPL's published electrical board rules, the same statewide schedule that applies in other Idaho jurisdictions without their own electrical program. A City of Jerome building permit is separately required only if the installation includes a structural/mounting element (e.g., a charger pedestal or canopy).

Tips & gotchas
- The City of Jerome Building Safety Department (this record) is a distinct permitting authority from Jerome County's own Building Department, which serves unincorporated Jerome County and any cities under interlocal agreement (https://www.jeromecountyid.us/158/Building-Department) -- confirm which jurisdiction applies to a given parcel before applying.
- Unlike the City of Twin Falls, the City of Jerome does not issue or inspect electrical, HVAC/mechanical, or plumbing permits itself -- these are handled entirely by the Idaho Division of Occupational and Professional Licensing (DOPL) under a City-DOPL partnership. Apply for those trades directly through DOPL, not through the City's Cloudpermit portal.

- The City of Jerome's FAQ page (Q3) processing-time figures changed between the original 2026-07-13 verification and a 2026-08-02 re-check: residential moved from 5-10 to 10-15 business days, and commercial moved from 10-30 to 45-60 business days. Both the commercial-building-permit entry and the residential-building-permit entry (plus demolition-permit and factory-built-structures-permit notes referencing the same range) have been updated to the corrected, current figures as of 2026-08-02.
