Building Permits & Plan Review: 8:00 AM – 5:00 PM, Monday–Friday. Building/Electrical/Plumbing/Mechanical Inspections & Trade Permits: 7:30 AM – 4:30 PM, Monday–Friday. The Building Safety permit counter is closed every Friday from 7:30 AM to 11:30 AM.

Published scheduling rules

  • All permit applications are submitted online through ABQ-PLAN. The Building Safety permit counter (Plaza Del Sol, Suite 190, 600 2nd St. NW) is closed every Friday from 7:30 AM to 11:30 AM, but ABQ-PLAN and inspection scheduling remain available. (General)

Inspection sequence

Applies to: Residential Building Permit (New Construction)

  1. 1

    Foundation Inspection

    After excavation for footings is complete and required reinforcing steel is in place; forms in place for concrete foundations

  2. 2

    Foundation Insulation Inspection

    After insulation has been installed around the perimeter of slab-on-grade floors

  3. 3

    Frame Inspection

    After roof decking/underlayment, all framing, fire blocking, draft stopping, bracing, and framed openings are in place, and pipes, wiring, chimneys, ductwork, and vents are approved

  4. 4

    Frame Insulation Inspection

    After insulation and vapor barriers have been installed in frame walls, floors, and ceilings or roofs

  5. 5

    Exterior Lath / Wallboard Inspection

    After exterior lathing is in place but before plastering; wallboard inspection on firewalls, wet areas, and shear walls before joints/fasteners are taped and finished

  6. 6

    Final Inspection

    After the building is completed and ready for occupancy, called for by the permit holder before occupancy

Applies to: Electrical Permit

    Underground

    After underground conduits, cables, and conductors are installed and before covering

  2. 2

    Slab

    After conduits, boxes, grounding electrode conductors, or electrical equipment installed within a concrete slab, before pour

  3. 3

    Rough-In

    After conduits, cables, wires, cabinets, and boxes are installed and before insulation or wall/ceiling cover; splicing complete, neutrals/grounds terminated

  4. 4

    Pre-Final

    Service equipment, conduits, conductors, bonding jumpers, and points of attachment installed; at least one grounding electrode installed

  5. 5

    Final

    When all electrical equipment is installed and wiring is completed

    Building or House Sewer

    Sewer inspected before backfill, minimum depth 12 inches, properly graded, per Uniform Plumbing Code Table 717.1

    Sanitary Rough-In

    All drain/waste/vent piping below first floor tested (water fill or 5 psi air test, 15 minutes)

  3. 3

    Rough Piping / Heating Top-Out

    After piping and ductwork installed, before covering or concealment; includes gas line test

  4. 4

    Plumbing / Mechanical Final

    When all plumbing/mechanical equipment is complete, fixtures installed and ready for use

Applies to: Residential Addition / Alteration / Remodel Permit

    Frame Inspection

    After framing, fire blocking, bracing, and framed openings are complete and MEP rough-ins are approved

  2. 2

    Frame Insulation Inspection

    After insulation and vapor barriers installed

  3. 3

    Exterior Lath / Wallboard Inspection

    Before plastering or before wallboard joints/fasteners are taped and finished on firewalls, wet areas, and shear walls

  4. 4

    Final Inspection

    After work is complete and ready for occupancy

Applies to: Certificate of Occupancy / Change of Occupancy

    Final Building/Trade Inspections

    Building, electrical, plumbing, and mechanical final inspections completed and approved

    Fire Marshal Final Inspection

    Fire/life safety issues, fire protection systems, exiting, sanitary facilities, parking spaces, and accessibility provisions confirmed compliant (required before a Temporary Certificate of Occupancy per UAC Section 115.4)

  3. 3

    Certificate of Occupancy Verification

    Planning Research Coordinator verifies that all required City department/division approvals are recorded before preparing and issuing the Certificate of Occupancy

Applies to: Fire Alarm & Automatic Sprinkler System Permit (Albuquerque Fire Rescue)

    Rough-In / Underground Inspection

    Sprinkler underground piping and rough-in, and fire alarm wiring/device rough-in, inspected before concealment

  2. 2

    Fire Protection System Acceptance Test

    Functional/acceptance test of the completed fire alarm and/or sprinkler system, witnessed by the Fire Marshal's Office; contact 505-924-3611 for new-construction inspections or fire protection system acceptance tests

  3. 3

    Final Inspection

    Fire Marshal final sign-off required before a Temporary or final Certificate of Occupancy can be issued (UAC Section 115.4 requires all fire/life-safety and fire protection system approvals before a Temporary CO)

Applies to: Solar Photovoltaic (PV) Permit

    Rough Electrical

    Conduit runs, wire sizing, disconnect placement before energizing

  2. 2

    Re-Roof and Solar Inspection (Building)

    Made after installation is complete; a certified Building Inspector may review drone photos of the permitted work, with on-site follow-up if necessary

    Electrical Final

    When all electrical equipment is installed and wiring is completed

    After conduits, cables, wires, cabinets, and boxes are installed and before insulation or wall/ceiling cover
