Inspection sequence

Applies to: Residential Building Permit

  1. 1

    Footing

    After trenches/holes excavated and forms/reinforcement in place, before concrete pour. UFER ground must be in place. Soil reports may be required.

  2. 2

    Foundation

    When reinforcement, forms, and all hold-downs/bolts are placed and ready, prior to pouring concrete.

  3. 3

    Foundation Insulation

    When required interior or exterior insulation is placed for slab-on-grade portions; energy compliance documents must be on site.

  4. 4

    Sub-Rough Plumbing / Sub-Rough Mechanical / Sub-Rough Electrical

    Under-slab plumbing, ductwork/radiant tubing, and raceway/conduit installed and placed under required test before slab pour.

  5. 5

    Rough 4-Way

    After electrical, mechanical, and plumbing roughs, roof and framing (including fire blocking/bracing), and windows/doors installed. All piping systems under required test.

  6. 6

    Insulation

    After Rough inspections approved and required wall/floor insulation completed per energy compliance documents.

  7. 7

    Temporary Power

    After pedestal or pole placed per Rocky Mountain Power requirements.

  8. 8

    Power to Panel (Meter Set)

    Rough completed, receptacles/outlets and covers installed, panel complete with feeders/breakers for circuits to be energized.

  9. 9

    Final 4-Way

    All permanent roofing, siding, veneers, exterior doors/windows, decks/guardrails, interior finishes, stairs (with guardrails/handrails), smoke/CO detectors, mechanical/electrical/plumbing fixtures, and finish grade/drainage complete.

    After Rough inspections approved and required insulation completed per energy compliance documents.

    Final 4-Way

    All permanent roofing, siding, exterior doors/windows, interior finishes, ADA accessible route/parking/restrooms (if applicable), and finish grade/drainage complete.

    Conditional Use Permit Compliance Inspection

    Following issuance of the conditional use permit, the Building Official may approve a building permit application once construction plans meet the conditions/requirements established by the Planning Commission.

    Final / Certificate of Occupancy Inspection

    Building department representatives inspect the completed project to ensure all required improvements meet the conditional use permit conditions and Chapter 5-6 before a certificate of occupancy is issued.

    Rough electrical, mechanical, and plumbing as applicable to the tenant-improvement scope, before wall closure.
