REFUNDS ARE DISCRETIONARY AND EFFORT-BASED: BLMC 3.68.020 lets the director refund “not more than 80 percent of the building permit fee paid when no work has been done”, and not more than 80 percent where an application is withdrawn before approval, with “the amount of the refund … based on the amount of effort expended by the city”.
