- “Chapters 11 and 25 through 43 of this code are not adopted” — the IRC's energy chapter and its plumbing, mechanical and electrical chapters are excluded, so those subjects follow the IECC, UPC and IMC instead.
- Appendix F (Radon Control Methods), Appendix G (Swimming Pools, Spas and Hot Tubs), Appendix R (Dwelling Unit Fire Sprinkler Systems) and Appendix S (Fire Sprinklers) are expressly included.
- Design criteria are fixed by the table at BLMC 15.04.020(J), adopted “pursuant to Section R301.2 of the International Residential Code and ASCE 7-16”: 20 psf ground snow load, 85 mph wind speed with topographic effects, seismic design category D1, 12-inch frost line depth, winter design temperature 27, air freeze index 160.
- PERMIT EXPIRY IS NOT IN THE BUILDING CHAPTER. BLMC 15.04.081 is repealed; BLMC 14.10.100 applies, and a permit expires two years after issuance if the use is not commenced or the construction permits are not issued.
- Adding dwelling units to a building that has held a certificate of occupancy for at least three years may avoid current energy code on unchanged residential or conditioned portions, under BLMC 15.04.098(A)(1).

BLMC 15.04.072 “Building permit – Fees” and 15.04.080 “Building plan review – Fees” both read “Repealed by Ord. 1598.” Fees moved to BLMC Chapter 3.68 in the revenue title, where 3.68.030 provides that fees “shall be set by resolution of the city council”. REFUNDS ARE DISCRETIONARY AND EFFORT-BASED: BLMC 3.68.020 lets the director refund “not more than 80 percent of the building permit fee paid when no work has been done”, and not more than 80 percent where an application is withdrawn before approval, with “the amount of the refund … based on the amount of effort expended by the city”.
