- MVMC 15.05.070: “There is adopted … that certain code known as the Uniform Plumbing Code (UPC), 2021 Edition, as adopted by the State Building Code Council in Chapter 51-56 WAC, as published by the International Association of Plumbing and Mechanical Officials”.
- NO APPLICANT-ELECTED INTERNATIONAL PLUMBING CODE ALTERNATE APPEARS in the chapter's section list. SeaTac and Longview both publish one; Maple Valley does not.
- MAPLE VALLEY NAMES ITS YEARS AND PUBLISHES NO ROLLING CLAUSE, WHICH IS UNUSUAL IN THIS SET, AND THE ABSENCE IS MEASURED RATHER THAN ASSUMED. A regular expression for the usual rolling formulations (“as now or hereafter amended”, “hereafter be amended”, “as presently constituted”, “as the same exists”, “as now in effect”, “as amended from time to time”, “as now existing”, “subsequently amended”) returns ZERO matches across the whole of Chapter 15.05 (31,082 characters) AND the whole of Chapter 15.01 (12,306 characters). A control term fired 11 times in the first and 85 in the second, so the search was alive and the zero is real. Walla Walla taught that a roll can hide in a section of its own; that check was run here and found nothing. >>> SO THE ENTRY RECORDS TWO READINGS AND ADJUDICATES NEITHER. On its face the adoption is named-and-static: each section names an edition and nothing says it moves. But every adopting sentence also reads “as adopted by the State Building Code Council in Chapter 51-xx WAC”, and that reference can be read as incorporating the state chapter, which does move. USEFULLY, THE TWO READINGS AGREE TODAY, AND THAT IS CHECKED AGAINST THE STATE SOURCE RATHER THAN ASSUMED: Chapter 51-52 WAC is titled “STATE BUILDING CODE ADOPTION AND AMENDMENT OF THE 2021 EDITION OF THE INTERNATIONAL MECHANICAL CODE” and WAC 51-52-003 reads “The 2021 edition of the International Mechanical Code published by the International Code Council is hereby adopted by reference”, read at app.leg.wa.gov on 2026-09-16. The city's named 2021 and the state's current adoption are the same edition, so the ambiguity is not biting at present.
- MVMC 15.01.020 requires the City to “at all times keep on file with the City Clerk, for reference by the general public” copies of the adopted codes. With no rolling clause published, that filed copy is the practical way to establish which text the city is working from.
- THE CODE DISCLAIMS A DUTY TO ANY PARTICULAR PERSON. MVMC 15.01.010: the purpose is “to provide for and promote the health, safety, and welfare of the general public, and not to create or to otherwise establish or designate any particular class or group of persons who will or should be especially protected”. Inspection and approval are not a warranty to the permit holder.

MVMC Chapter 15.02 consists of a single section and a single sentence: “All fees associated with this title shall be as shown in the currently adopted Development Fee Schedule.” That is the entire chapter. NO DOLLAR AMOUNT APPEARS ANYWHERE IN TITLE 15, and the Development Fee Schedule is a separate document that was not opened for this entry. TWO THINGS ARE WORTH NOTING IN THAT ONE SENTENCE. It names the instrument — a “Development Fee Schedule”, so there is a document to ask for by name, unlike Des Moines where the code names only an officer. And “currently adopted” makes it roll: the schedule changes without the city amending its code, which is the one place in this Title where something is expressly kept current.Review timeline
