- MVMC 15.05.040(A): “There is adopted … that certain code known as the International Building Code (IBC), 2021 Edition, as adopted by the State Building Code Council and as published by the International Code Council together with Appendix Chapters: H – Signs, and J – Grading”. TWO APPENDICES ARE NAMED, H and J.
- The International Existing Building Code is adopted separately at MVMC 15.05.060, the International Energy Conservation Code at 15.05.120, the International Wildland Urban Interface Code at 15.05.130 and the International Property Maintenance Code at 15.05.135. Those four sections were read by title only and NO edition year is asserted for any of them.
- MAPLE VALLEY NAMES ITS YEARS AND PUBLISHES NO ROLLING CLAUSE, WHICH IS UNUSUAL IN THIS SET, AND THE ABSENCE IS MEASURED RATHER THAN ASSUMED. A regular expression for the usual rolling formulations (“as now or hereafter amended”, “hereafter be amended”, “as presently constituted”, “as the same exists”, “as now in effect”, “as amended from time to time”, “as now existing”, “subsequently amended”) returns ZERO matches across the whole of Chapter 15.05 (31,082 characters) AND the whole of Chapter 15.01 (12,306 characters). A control term fired 11 times in the first and 85 in the second, so the search was alive and the zero is real. Walla Walla taught that a roll can hide in a section of its own; that check was run here and found nothing. >>> SO THE ENTRY RECORDS TWO READINGS AND ADJUDICATES NEITHER. On its face the adoption is named-and-static: each section names an edition and nothing says it moves. But every adopting sentence also reads “as adopted by the State Building Code Council in Chapter 51-xx WAC”, and that reference can be read as incorporating the state chapter, which does move. USEFULLY, THE TWO READINGS AGREE TODAY, AND THAT IS CHECKED AGAINST THE STATE SOURCE RATHER THAN ASSUMED: Chapter 51-52 WAC is titled “STATE BUILDING CODE ADOPTION AND AMENDMENT OF THE 2021 EDITION OF THE INTERNATIONAL MECHANICAL CODE” and WAC 51-52-003 reads “The 2021 edition of the International Mechanical Code published by the International Code Council is hereby adopted by reference”, read at app.leg.wa.gov on 2026-09-16. The city's named 2021 and the state's current adoption are the same edition, so the ambiguity is not biting at present.
- WITHIN THIS ONE CHAPTER THE EDITION YEARS SORT BY PUBLISHER, WHICH IS THE SECOND CITY TO SHOW THAT PATTERN IN ITS OWN TEXT. The ICC and IAPMO documents are all 2021 — IBC, IRC, UPC, IMC — while the NFPA document is 2020. Walla Walla shows the same split inside a single sentence. It is consistent with two standards bodies running separate revision cycles, and IT IS RECORDED AS A HYPOTHESIS AND NOT A FINDING, because University Place names NFPA 58 at 2021 and contradicts it, and because two cities agreeing is a sample of two.
- CHAPTER 15.10 IS TITLED “SIGNS” AND PUBLISHES NOTHING AT ALL. The Title 15 contents list it with NO SECTION RANGE, which in this project's experience is the tell for a chapter that is gone, and THE CHAPTER PAGE WAS OPENED RATHER THAN INFERRED FROM THAT: it carries the heading and then the site navigation, with zero sections and zero body paragraphs. There is no “Reserved” note and no “Repealed” note attached to it either — just a named chapter with no content and no explanation, which is less informative than any other rendering in this set. NOTE THAT SIGNS ARE NOT NECESSARILY UNREGULATED: IBC Appendix H (Signs) IS adopted at MVMC 15.05.040, and sign rules commonly sit in a zoning title. Where they live in Maple Valley is NOT asserted here — Titles 16 and beyond were not opened.
- MVMC 15.01.020 requires the City to “at all times keep on file with the City Clerk, for reference by the general public” copies of the adopted codes. With no rolling clause published, that filed copy is the practical way to establish which text the city is working from.
- SEVEN OF THE EIGHTEEN SECTIONS IN THE CONSTRUCTION CODES CHAPTER ARE PUBLISHED AS BARE “Reserved.” — MVMC 15.05.010, .015, .020, .030, .035, .140 and .150 — with no subject name attached. Like Pullman's bare “Repealed.” sections, these tell a reader that a number is held open but not what it was ever meant to hold. Walla Walla's reserved chapters, by contrast, keep their subject (“ELECTRICAL CODE (RESERVED)”).
- THE CODE DISCLAIMS A DUTY TO ANY PARTICULAR PERSON. MVMC 15.01.010: the purpose is “to provide for and promote the health, safety, and welfare of the general public, and not to create or to otherwise establish or designate any particular class or group of persons who will or should be especially protected”. Inspection and approval are not a warranty to the permit holder.

A WHOLE CHAPTER IS TITLED “FEE SCHEDULE” AND IT CONTAINS NO SCHEDULE. MVMC Chapter 15.02 consists of a single section and a single sentence: “All fees associated with this title shall be as shown in the currently adopted Development Fee Schedule.” That is the entire chapter. NO DOLLAR AMOUNT APPEARS ANYWHERE IN TITLE 15, and the Development Fee Schedule is a separate document that was not opened for this entry. TWO THINGS ARE WORTH NOTING IN THAT ONE SENTENCE. It names the instrument — a “Development Fee Schedule”, so there is a document to ask for by name, unlike Des Moines where the code names only an officer. And “currently adopted” makes it roll: the schedule changes without the city amending its code, which is the one place in this Title where something is expressly kept current.Review timeline

- IBC APPENDIX J (GRADING) IS ADOPTED, so grading requirements reach your project through the building code rather than through a separate clearing and grading chapter — Title 15 has no such chapter.
- APPENDIX H (SIGNS) IS ADOPTED WHILE THE CHAPTER TITLED “SIGNS” IS EMPTY. MVMC Chapter 15.10 was opened and carries no sections at all. Sign rules likely sit in a zoning title that was not read; do not read the empty chapter as meaning signs are unregulated.
- THE CITY KEEPS COPIES OF THE ADOPTED CODES ON FILE WITH THE CITY CLERK (MVMC 15.01.020). With no rolling clause published, that filed copy is the practical way to settle which text applies.
