Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The City of Sierra Vista independently adopts and administers its own construction codes through its Department of Community Development, Building Inspection Division. - Energy code is edition-split by occupancy: the 2012 International Energy Conservation Code (IECC) governs commercial construction (§ 150.01(b)), while Chapter 4 of the 2006 IECC together with Chapter 11 of the 2006 IRC governs residential construction, substituted in place of Chapter 11 of the 2018 IRC (§ 150.01(c)). - IMPORTANT CURRENCY NOTE: As of this review (July 2026), the City Council moved forward on June 8 (per City Council action reported on the City's Engage Sierra Vista platform) amendments to Chapters 150 and 152 of the City Code of Ordinances that would adopt a newer edition of the International Codes (including a provision addressing residential battery/energy-storage systems), with the public-comment/30-day public-record period running through Monday, July 10. Because this proposal had NOT yet been passed by ordinance as of the last verification date below, the 2018-edition code set adopted by Resolution 2023-43 (described above) remains the currently governing, legally adopted baseline; this dataset reflects that currently-adopted baseline rather than the not-yet-final proposal. The exact new edition years were not stated in the publicly available summary and could not be independently confirmed from an adopted ordinance text at the time of this review — see confidence notes.

Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family residential (NEW SFR) construction in the City of Sierra Vista. Reviewed against the City's adopted 2018 IBC/IRC and local amendments (Resolution 2023-43). Applications are submitted as a complete, unlocked, single PDF plan set, using the Building Permit Application (Owner Performing the Work) or the Contractor version.
Residential Addition / Remodel / Accessory Dwelling Unit Permit
Required for additions, remodels, attached or detached garages, sheds, patios/carports, and Accessory Dwelling Units (ADUs) on existing homes in Sierra Vista, submitted on the same Building Permit Application used for new construction.
Electrical Permit (Service Panel / Electrical)
Required for electrical installation, alteration, panel work, and service entry replacement in Sierra Vista, governed by the 2017 National Electrical Code (NEC) as adopted and amended by the City.
Plumbing Permit
Required for plumbing installation, alteration, or repair, including water heater replacement and gas pressure checks, governed by the 2018 International Plumbing Code (IPC) as adopted and amended by the City of Sierra Vista.
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in Sierra Vista, governed by the 2018 International Mechanical Code (IMC) as adopted and amended by the City.
Re-Roofing Permit
Required for commercial re-roofing in Sierra Vista; as of the City's Processing Review Fee Schedule effective July 1, 2025, residential re-roofing is explicitly listed as 'No longer available' as a standalone permit-fee line, superseding the flat $100 residential reroofing fee that had applied under the earlier Resolution 2023-43 fee exhibit.
Residential Solar Photovoltaic (PV) Permit
Required for installation of residential solar photovoltaic systems in Sierra Vista, selected as 'SOLAR' project activity on the Building Permit Application. A separate, higher fee tier applies specifically to residential solar paired with a battery/energy storage system (ESS).
EV Charger / EVSE Permit (Electrical Permit)
Required for installing an electric vehicle charging station (Level 2 or DC fast charger) in Sierra Vista, governed by the 2017 National Electrical Code (NEC) as adopted and amended by the City. The City itemizes several flat-fee electrical/energy scopes on its Processing Review Fee Schedule (e.g., Residential Solar $25, Residential Solar with Battery Systems $100, Residential Service Entry Replacement $50), but no dedicated EV-charger/EVSE line item was confirmed on that schedule during this research pass (the PDF could not be directly re-fetched to rule out a distinct line with full certainty, returning an HTTP 403 to automated tools). Absent a confirmed dedicated line, an EV charger circuit is billed as general 'Electrical' scope on the Building Permit Application, using the valuation-based Residential/Commercial Building Permit Rate Table documented in this file's electrical-permit entry, unless the City confirms a specific flat fee applies.
Demolition Permit
Required for demolition of residential or commercial structures in Sierra Vista, submitted with a dedicated Demolition Checklist Requirements document in addition to the standard Building Permit Application.
Pool / Spa Permit
Required for swimming pool and spa construction in Sierra Vista, governed by the City's adopted 2018 International Swimming Pool and Spa Code.

Tips & gotchas
- Arizona has no statewide mandatory building code — the City of Sierra Vista independently adopts and administers its own construction codes through its Department of Community Development, Building Inspection Division.
- The currently governing (legally adopted) code set is the 2018-edition International Codes plus the 2017 NEC, adopted by Resolution 2023-43 (which itself repealed and replaced the City's prior 2015-edition amendments). As of this review (July 2026), the City Council has moved forward newer proposed amendments to Chapters 150 and 152 — including a provision on residential battery/energy storage systems — but the public-comment period was still open (through July 10) and the new edition had not been finalized by ordinance, so this dataset reflects the currently-adopted 2018-edition baseline rather than the pending proposal. Re-verify after the pending ordinance is finalized.
- Residential energy code is a split baseline: Chapter 11 of the 2018 IRC is deleted and replaced with Chapter 4 of the 2006 IECC plus Chapter 11 of the 2006 IRC — i.e., residential energy efficiency is governed by 2006-era energy provisions even though the rest of the IRC is the 2018 edition. Commercial energy code is the 2012 IECC.
- As of July 1, 2025, Development/Impact Fees are no longer applied to new construction in Sierra Vista and have been removed City-wide — a significant, dated policy change from the City's own Fee Schedules & Timelines page.
- Fees are a hybrid model: new construction, additions/remodels, and non-itemized trade work are billed on the Residential/Commercial Building Permit Rate Table (by valuation, per the Residential/Commercial Permit Fee Matrix), while many common miscellaneous/trade items (water heater replacement $25, gas pressure checks $25, HVAC like-for-like $50, spa $50, solar $25/$100 with battery, block wall/fence $75) are flat fees on the City's Processing Review Fee Schedule (effective July 1, 2025).
- Notably, the City's July 1, 2025 fee schedule marks 'Residential Reroofing' as 'No longer available' as a flat fee — a change from the $100 flat fee shown in the older Resolution 2023-43 fee exhibit still posted alongside the current code-amendment document. This is a genuine open question flagged in the roofing-permit entry; applicants should call Community Development at (520) 417-4413 to confirm current treatment.
- The Manufactured Home Installation flat fee also changed between the older Resolution 2023-43 exhibit ($360, plus $125/hour for plan review beyond 2 hours) and the current July 1, 2025 schedule ($700) — the more recent 2025 figure is treated as authoritative in this dataset.
- Review timelines are governed by a single statutory instrument for ALL permit types classified as a Building Permit under A.R.S. § 9-835 (SB 1598): 30 working days administrative-completeness review + 10 working days substantive review = 40 working days overall. This is a floor/ceiling set by state law and takes precedence over any City Code timeline, per the City's Development Review Time Frame Policy. Sierra Vista does not appear to publish a separate faster miscellaneous-permit review-time tier the way some other Arizona cities do (e.g., Buckeye's 'Online Permits' same-day list) — the City's own instructions note only that certain low-complexity items are flat-fee/counter-processed in practice, but the only binding published ceiling is the 40-working-day Building Permit figure.
- Owner/builder (A.R.S. § 32-1121.A.5) and owner/developer (A.R.S. § 32-1121.A.6) licensing exemptions are supported via a dedicated 'Exemption from Licensing' section on the Building Permit Application (Owner Performing the Work); the A.R.S. § 32-1121.A.14 Handyman Exemption is explicitly stated as NOT applicable to permitted work or projects of $1,000+ in materials and labor.
- This is the second Cochise County jurisdiction added to PermitBase's Arizona coverage (after Douglas).
