Sign / Monument Permit in Unincorporated Pinal County, Arizona

Unincorporated Pinal County regulates signs on two separate tracks that both apply to the same sign. (1) Building Safety issues a sign building permit under Article 9 of Building Permit Fee Schedule No. 071013-BPFS, but only when the sign meets ALL of the article's criteria (50 sq ft or more, solid material) — or independently when it exceeds 8 feet in height, or when the Building Official determines an attached sign is of significant weight/height. (2) The Planning Division charges its own flat zoning sign fees ($57.00 per sign type; $1,187 for a Comprehensive Sign Package) under the Planning Division Fee Schedule. Signs connected to commercial electrical power (neon, illuminated) require an electrical permit regardless of the size/material criteria.

When you need this permit

  • A building permit is required for signs meeting ALL of: (a) area of 50 sq ft or more, and (b) composed of solid material such as wood, metal or similar (signs of cloth, cardboard, vinyl or other flexible, lightweight material are NOT considered solid material)
  • Signs with a height greater than 8 ft measured from grade to the top of the sign, and made of solid material, require a permit regardless of area
  • Signs attached to an existing building or structure that do not meet the criteria above still require a permit if they are of significant weight or height that could create a danger if displaced, as determined by the Building Official
  • Exception: signs with connections to electrical power from a commercial source (e.g. neon, illuminated) require an electrical permit regardless of the criteria above; UL listing/verification applies
  • Monument/Sign Permit Application must state type of sign (directional, free standing, wall mounted, flag pole, illuminated, other), height of sign, number of faces, and total square feet of sign
  • Application must state existing use and proposed use of the property, plus parcel number, legal description (subdivision/unit/block/lot, section/township/range), and parcel size
  • Application must identify whether sign illumination will require installation of a new meter
  • Contractor license number and class required on the application Contractor
  • Permits are picked up at the Florence office; applications are not accepted via mail or e-mail (submit online through the Citizen Access Portal or in person)

Tips

  • Read Article 9's criteria carefully before assuming you need a Building Safety sign permit: the 50 sq ft / solid-material test is conjunctive, so a large vinyl or cloth banner does not trigger the building permit — but a solid-material sign taller than 8 feet does, regardless of area.
  • Budget for TWO county fees on the same sign: the Building Safety Article 9 permit fee (area-based) and the Planning Division's flat zoning sign fee ($57 per sign type, or $1,187 for a Comprehensive Sign Package).
  • Any sign wired to commercial power — neon or otherwise illuminated — needs an electrical permit even if it is under 50 sq ft and under 8 feet tall. The illuminated surcharge ($22.00 for the first branch circuit, $4.25 each additional) is charged on top of the area-based sign fee.
  • The application asks whether sign illumination will require a new meter — sort that out with your utility before applying, because the utility runs its own separate equipment inspection that county clearance does not substitute for.
