Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Santa Rosa routes everything through an automated voice system, Clovis has you telephone the inspector, Roseville publishes the inspector's mobile - Richmond is the one that will take a text.
  • THE PERMIT COUNTER IS OPEN MORNINGS ONLY, AND IT IS THE NARROWEST WINDOW IN THIS CORPUS: Monday to Thursday 8:30 am to 12:30 pm, Friday 9:00 am to 12:30 pm. About nineteen and a half hours a week, against Clovis's forty-two and a half and Temecula's forty-five. Anything needing a person at the counter has to happen before lunch.
  • THE CITY HAS WRITTEN A LEGALIZATION ROUTE FOR UNPERMITTED RESIDENTIAL WORK INTO ITS ADOPTED CODE - "local amendment, adding section 109.4.2 to the Building Code administrative provisions, for legalization of residential construction." The named list is minor in-kind repairs from termite damage or deterioration, minor interior alterations with no structural work, and plumbing, mechanical or electrical repairs or change-outs.
  • BUT A REROOF CARRIES AN ODD EXTRA STEP: "Re-roofing requires a photo of the existing roof for Planning Department approval." A photograph, and a Planning sign-off, on a job most cities treat as a routine over-the-counter trade permit.
  • THE CONTRACTOR'S CITY BUSINESS LICENCE IS A REGISTRATION REQUIREMENT, NOT AN ISSUANCE ONE: the licence card, workers' compensation certificate and "a current City of Richmond Business License" are all required "at the time of registration". A contractor who plans to sort the business licence out later cannot register at all.
  • THE PERMIT SYSTEM CHANGED AND THE OLD ONE IS GONE: "The city has transitioned to a new permitting system, and eTRAKiT is no longer in service." Anyone with instructions, bookmarks or a login from the eTRAKiT era needs to re-register on iMS - the city advises using the same email address for a seamless transition.
