Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Projects submitted prior to January 1, 2026 shall comply with the 2022 Codes." Most cities publish the new cycle and leave the old one to be inferred; Fullerton says what governs on either side of the line.

  • THE CODE RULE IS STATED IN BOTH DIRECTIONS AND THAT IS RARER THAN IT SOUNDS: projects submitted on or after 1 January 2026 are on the 2025 codes, and "Projects submitted prior to January 1, 2026 shall comply with the 2022 Codes." Most records in this corpus publish only the incoming cycle, leaving anyone with an older live application to guess. Fullerton removes the guess.
  • FULLERTON NAMES THE LEGAL GROUND FOR ITS AMENDMENTS, WHICH NOTHING ELSE IN THIS CALIFORNIA BATCH DOES: the state codes "have been amended by the City of Fullerton to address local topographic, climatic, and/or geologic conditions, and to include provisions pertaining to the administration of these codes." That phrase is the express-findings category Health & Safety Code 17958.7 requires before a California city may modify the state code. Every record in this corpus cites that requirement; this is the first city observed stating that its amendments rest on it.

  • THE INSPECTION CUT-OFF IS MIDNIGHT, THE LATEST IN THIS CORPUS BY SEVERAL HOURS: "Calls placed before midnight will be placed on the following working day's schedule." Compare Salinas at noon for a morning slot, Lancaster and Fremont at 2pm, Oceanside at 3:30pm, Oxnard at 4pm. An evening decision to book tomorrow works here and nowhere else in this batch.
  • THE BOOKING SYSTEM CAPTURES A GATE CODE - "Enter a gate code (if applicable)" - and it is the only one here that does. Salinas publishes the same problem from the opposite end, warning that "Inspectors are not authorized to open gates or access points" and leaving the applicant to solve it. One city fixed it in the form; the other documented it as a risk. Both are honest; only one removes the failure.
  • THE ALTERNATING FRIDAY IS SHORTER, NOT JUST INTERMITTENT: "Monday - Thursday 7:30 AM - 5:30 PM" against "Every other Friday 7:30 AM - 4:30 PM". An hour comes off the end of the day on the Friday that is open. Pasadena and Vallejo also run alternating Fridays, and both keep the same hours on them - this is a third variation on the pattern.
  • WHICH FRIDAY IS OPEN IS NOT PUBLISHED on the pages read, which puts Fullerton with Vallejo rather than with Pasadena. Pasadena publishes a Permit Center Calendar that answers it; here and in Vallejo the alternating schedule cannot be resolved from the city's own pages.
  • COMPLETENESS IS DEFINED BY A CODE SECTION, NOT BY THE COUNTER: "the submittal documents must contain all information as required per California Building Code Section 107." Where a city cites the section, a rejection is checkable against a published standard rather than being a matter of who is at the desk.
  • THE SUBMITTAL LIST IS EXPLICITLY NOT A CHECKLIST TO SATISFY IN FULL: "not all items may be necessary based on the proposed scope of work. Please speak with the Building Division to clarify if an item is necessary for submittal." Preparing every listed sheet for a small job is wasted drawing.
