California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

Tips & gotchas

THREE PERMITTING SYSTEMS ARE LIVE AT ONCE AND WHICH ONE GOVERNS DEPENDS ON YOUR FILING DATE. New applications from 11 August 2026 go to Tyler EPL; "Existing permits will continue to be managed through TrakiT until the permits are migrated"; and anything filed before 8/10/26 has its status checked in eTRAKiT. Read on 2026-09-20 that is about six weeks into the transition, with the migration of existing permits still unannounced - "Additional information regarding the migration of existing permits will be provided as it becomes available." A contractor with three Hemet jobs of different vintages may need three logins.
AND NOTE HOW CLOSE TrakiT AND eTRAKiT ARE AS NAMES. They are different systems doing different jobs here - one managing existing permits, the other holding the status of applications filed before 10 August 2026 - and one letter separates them. Richmond and Napa also appear in this corpus with eTRAKiT, retired in one and live in the other; the product name alone tells you nothing about which system you need.
TWO ADJACENT PARAGRAPHS ON THE SAME PAGE ARE HARD TO RECONCILE. The first: "the Building and Safety Department will no longer accept paper plans. Please use the online portal to submit plans for review... This new procedure starts October 1, 2024." The second, immediately below: "for certain small-scale projects, you can bring your plans to our office and we will review them on the spot." The most likely reading is that the over-the-counter route is a carve-out from the no-paper rule for small projects - but the page never says so, and a reader could act on either sentence in good faith. Ask before travelling with drawings under your arm.
THE PAGE PUBLISHES TWO DIFFERENT COUNTER HOURS AND THEY DIFFER AT BOTH ENDS: 7:30 am - 5:30 pm in the body, 7:00 am to 5:00 pm in the contact block. Neither is marked as superseding the other. An applicant arriving at 7:15 or at 5:15 has a fifty per cent chance either way.
HEMET ABOLISHED PAPER PLANS IN OCTOBER 2024, EARLIER THAN MOST. Oceanside followed in January 2025 and Torrance in January 2026, while Clovis still wants four wet-signed sets and Napa has no online submittal route at all. The spread across this corpus is nearly three years wide and still open, which is why the question has to be asked per city rather than per state.
THE BUILDING OFFICIAL IS A CONTRACTOR, NOT STAFF - the city names an "Interim Contract Building Official". That is worth knowing when a project needs a building official's discretion or a written determination: the decision-maker is an interim appointment under contract, and both the interim status and the contract arrangement make continuity a fair question to ask on a long project.
NO CODE EDITION IS NAMED ANYWHERE ON THE PAGES READ. Hemet links the state's Title 24 compliance forms but never says which edition it enforces, making it the third city in this California batch - with Redding and Citrus Heights - whose permit pages leave the edition to be discovered elsewhere.
THE FEE SCHEDULES ARE DOCUMENTS, AND ONE OF THEM IS UNDATED IN ITS LABEL. The permit schedule is published as "Permit Fees FY_2025-26"; the plan check schedule is published as "Plan Check Fees (pdf)" with no year at all. Where one of a pair carries a fiscal year and the other does not, the undated one is the harder to date and the easier to quote stale.
THE CITY USES ITS PERMIT PAGE TO FLAG A STATE SAFETY LAW THAT HAS NOTHING TO DO WITH PERMITS: automatic garage door openers sold in California since 1 July 2019 must have a backup battery, and installing one without is prohibited. The city explains why - escape through the garage when the power is out. It is a good use of a page people actually read, and it applies statewide rather than in Hemet alone.
