• THE SOLAR INSPECTION CAP IS ON THE COMPANY, NOT THE JOB, AND NOTHING ELSE IN THIS CORPUS DOES THIS: "Two inspections per solar company can be accommodated per day." A solar contractor finishing three installations on a Thursday cannot have all three inspected on Friday, no matter how they are booked or how early. • THERE IS EXACTLY ONE HOUR A DAY IN WHICH AN INSPECTOR CAN BE REACHED: "please call (951) 723-3736 between 7:00 am and 8:00 am, Monday through Friday." The window closes at the moment inspections begin. Roseville publishes inspectors' mobile numbers from 7:30 am and Clovis has you ring the inspector to negotiate a time; Menifee gives a single shared hour before the day starts.
• CONSTRUCTION HOURS KEY ON DISTANCE FROM A HOUSE, NOT ON ZONING. MMC 8.01.010 restricts work "located 1/4 of a mile from an occupied residence" to Monday to Saturday, 6:30am to 7:00pm. A quarter of a mile is a long way in a city that is still filling in - a site that looks industrial can easily sit inside the radius, and the restriction follows the neighbour rather than the parcel.
• AND SATURDAY IS A NORMAL WORKING DAY HERE while Sunday needs a named officer's signature: Sunday or holiday work is "not permitted unless prior approval is obtained from the City Building Official or City Engineer." Carlsbad's Sunday ban is absolute; Menifee's is a permission you can ask for.
• THE PUBLISHED REVIEW ESTIMATES ARE IN BUSINESS DAYS AND THE DIFFERENCE MATTERS: 14 business days first review is about 20 calendar days, not 14. This record converts to calendar days so the figure sits alongside the rest of the corpus; a reader comparing a raw 14 against Roseville's 21 would conclude Menifee is a week faster when it is in fact slightly slower.
• THE REVIEW CLOCK DOES NOT START AT SUBMITTAL: plan reviews are processed in order received, but only "Once a submittal is processed, all requirements are met, and applicable fees are paid, the plans will be routed to the appropriate internal departments for review." Three preconditions sit in front of the 14 days, and the city does not publish how long they take.
• FEES ARE DUE AT SUBMITTAL, INCLUDING ON THE TWO-DAY FAST-TRACK ROUTE. Menifee sits at one end of a real spread in this batch: Victorville collects after plan approval, Visalia and Carlsbad before review begins, and Menifee at the moment of submittal whether or not anything will be reviewed.
• SIX FAST-TRACK CATEGORIES AVOID PLAN REVIEW ALTOGETHER and one of them is unusual - a Certificate of Occupancy sits on the same two-business-day track as a water heater. If you need a CofO to open, that is a considerably shorter path than the plan review queue.
• THE SOLARAPP+ CHECKLIST IS SIGNED BEFORE THE INSPECTION, NOT AT IT: "the solar representative shall verify the Inspection Checklist and sign the document confirming completion prior to inspection." The contractor certifies completion first and the inspector verifies second, which reverses the usual order and puts the declaration on the installer.
• THE CITY HAS CHANGED DOMAIN AND SAYS SO ON EVERY PAGE: "Our web address has officially changed to 'menifee.ca.gov'." The old cityofmenifee.us address still resolves, but bookmarks, saved PDFs and older correspondence will carry the previous domain.
• THE CODE ADOPTION SENTENCE IS NOT A COMPLETE LIST, AND IT IS WORTH NOTICING WHAT IS MISSING. The city says it is enforcing the 2025 Title 24 "which includes the Residential Building, Mechanical, Plumbing, Green Building, Fire, and California Energy Codes" - the California Building Code itself and the Electrical Code are not named. Do not read the omission as an exclusion; read it as a page that lists examples rather than parts, and ask the division if the distinction matters.
• INSPECTORS WORK FIXED AREAS OF THE CITY: "field inspectors are assigned an area of the City and perform daily inspections in that area." That is why the single 7-8 am line reaches a person who knows your site, and why an inspector is unlikely to be diverted across the city at short notice.
