City of Northglenn UDO Section 11-6-5(d) establishes a dedicated Change of Use Permit procedure, required before occupying vacant land, occupying a vacant building, changing the use of a property or building, and/or changing occupancy of a property or building. The Director reviews the application against defined approval criteria (Comprehensive Plan consistency, use-specific standards, impact mitigation, and prior-approval compliance) and approves, approves with conditions, or denies the permit. For any change requiring a building permit, a change of use permit must be issued before a certificate of occupancy (or temporary certificate of occupancy) is issued.

- Required before: occupying vacant land; occupying a vacant building; changing the use of a property or building; and/or changing occupancy of a property or building, per UDO Sec. 11-6-5(d)(2)
- Optional pre-application meeting available at the applicant's discretion, per Sec. 11-6-3(b)
- Complete application submitted to the Director per Sec. 11-6-3(c); the Director determines completeness within five business days of submittal (general common-review-procedure standard, Sec. 11-6-3(c)(5))
- An incomplete application not resubmitted within 60 days is considered abandoned
- Director's approval criteria: consistency with the Comprehensive Plan; compliance with use-specific and other applicable UDO standards; adequate mitigation of access/traffic/emergency-services/utilities/parking/refuse/noise/glare/odor impacts; and compliance with conditions of any prior development approvals
- A change of use permit must be issued prior to issuance of a certificate of occupancy or temporary certificate of occupancy, for any change requiring a building permit
- Permit may be revoked if the use becomes inconsistent with the authorized use; permit holder gets 30 days' written notice to come into compliance before revocation
- Denial, revocation, or suspension may be appealed to the Planning Commission per Sec. 11-6-7(d)
