   Foundation (if new footings)

   Before concrete pour, for additions with new foundation elements

2. 2

   Rough Framing

   Framing complete and tied into existing structure before cover

3. 3

   Rough Plumbing / Mechanical

   Trade rough-ins before concealment; electrical rough-in is inspected separately by the State of Colorado Electrical Board, not the City

4. 4

   Final Inspection

   All City-permitted work complete per approved plans

   All City-permitted work (building, plumbing, mechanical) complete per approved plans and applicable codes; a separate final electrical inspection and sign-off is required from the State of Colorado Electrical Board before occupancy

Applies to: Commercial Tenant Improvement / Tenant Finish Permit

   Rough Framing (interior partitions)

   New interior walls and structural modifications before cover

2. 2

   Rough Plumbing / Mechanical

   City-inspected trade rough-ins before concealment; electrical rough-in is inspected separately by the State of Colorado Electrical Board, and fire alarm/sprinkler modifications by DFPD

3. 3

   Final Inspection

   All City-permitted work complete per approved plans; separate state electrical final and DFPD life-safety sign-offs also required before the space opens

Applies to: Plumbing / Gas Line Permit

   Pipe, drain, waste, and vent installation before concealment

   Gas Line Pressure Test

   City-completed inspection verifying the gas line holds pressure before the gas provider will connect service

   Final Inspection

   Fixtures connected, no leaks, proper venting verified

Applies to: EV Charger / EVSE Permit (State of Colorado Electrical Board)

   Wiring and conduit installed before walls closed (if applicable)

   Charger circuit/unit installed, breaker sized correctly, energized

Applies to: Fire Sprinkler / Fire Alarm System Permit (Durango Fire Protection District)

   Rough-In Inspection

   Piping, wiring, and device placement inspected before concealment, per the governing system's DFPD plan review/permit

2. 2

   Acceptance Test / Final Inspection

   System operational and code-compliant, verified by DFPD before the permit closes; water-tank installations specifically require an acceptance test per the DFPD fee schedule's own description of that permit type

Applies to: Mechanical / HVAC Permit

   Rough Mechanical

   Ductwork, flues, and equipment placement before concealment

   Final Inspection

   Equipment operational, combustion air and venting verified

Final inspection only: Change of Use Application, Demolition Permit, Fence / Retaining Wall Permit, Roofing Permit (Roof Replacement), Sign Permit, Solar PV Permit
