Inspection sequence

Applies to: Residential Building Permit (New Single-Family / Custom Home / Modular Home)

    Foundation

    Before concrete pour, per engineer-stamped foundation plan

  2. 2

    Third-Party Engineer Observation (Foundation, Insulation, Radon, Energy Compliance)

    Third-party inspection reports required at these stages per Custom Home submittal requirements

  3. 3

    Temporary Power / Utilities

    Town inspection of temporary power and utility connections

  4. 4

    Framing / Rough Electrical / Rough Plumbing / Rough Mechanical

    Combined rough inspections; per the Town's Residential Remodel guidance, all rough inspections are typically completed at the same time

  5. 5

    Final Inspections (all trades) and Certificate of Occupancy

    All final inspections completed together; CO processed within 48 hours of a complete final submittal

Applies to: Commercial Building Permit (New Construction / Multifamily)

    Interim Trade Inspections (per permit inspection card)

    Inspections during construction are recorded on the permit inspection card (the original card must be returned as part of the CO package); the Town does not publish an itemized commercial rough-inspection sequence on its Commercial & Multifamily Projects page

    Final Inspections for Temporary Certificate of Occupancy (TCO)

    Must pass finals for: building, accessibility, mechanical, electrical, plumbing, building commissioning, Mountain View Fire Rescue, health department (if applicable), Planning, Public Works/Engineering, and Storm Water; special inspection reports submitted and Town Business License obtained

    Certificate of Occupancy (CO)

    Pass any re-inspections; provide original inspection card, backflow prevention test reports, HVAC balance report, and insulation certificates; accept stormwater post-construction requirements. A Land-Surveyor-stamped Improvement Survey Plat (ISP) is required prior to TCO or CO issuance. Allow 48 hours for TCO/CO processing

    Commercial finals per the Town's TCO checklist as applicable to the scope: building, accessibility, mechanical, electrical, plumbing, Mountain View Fire Rescue, health department (if applicable), and Planning; Town Business License required for TCO

    Certificate of Occupancy Processing

    Original inspection card, backflow prevention test reports, HVAC balance report, and insulation certificates as applicable; allow 48 hours for TCO/CO processing and give the Building Division 2 weeks advance notice

    Fire District Plan Review

    Mountain View Fire Rescue reviews fire protection and sprinkler/alarm plans under the adopted International Fire Code. The District's own form requires a minimum of 10 business days for this review, so submit early.

    Final Inspection / Fire Alarm Test

    On-site final inspection; all Fire Alarm Test Reports must be on site for Final Approval per MVFR's Application for Plan Review form

    Final Inspection

    Standard in-person final inspection (the Town discontinued its earlier video-inspection option); verifies equipment operation, combustion air/venting, clearances, and detector compliance

    Residential rough solar inspection requires photos submitted by email (building@erieco.gov) rather than an in-person visit in most cases; JPGs or PDF only, 10-15 photos max, no ZIP files or cloud links; photos must show bonding, flashing, junction boxes, and full panel landscapes; typical photo-review turnaround is 2-3 business days
