Commercial Building Permit (New Construction / Multifamily) in Erie, Colorado
Required for new commercial and multifamily construction in Erie — the Town's own Commercial & Multifamily Projects page lists Core & Shell, Assembly, Business, Mercantile, Industrial, Storage, Medical, Institutional, Care Facility, Private Educational, Hazardous, Telecom Tower, Mixed Use, and Apartments/Condominiums as commercial permit categories. Reviewed under the 2021 IBC as locally amended (Title 9), with the 2024 IECC and 2026 NEC effective April 24, 2026. Erie is a home-rule town: its Building Division issues all commercial permits within town limits regardless of whether the parcel sits in Weld or Boulder County — there is no county split. Site plan approval from the Planning Division is required BEFORE the building permit application can be submitted.

- General contractor must hold a Town of Erie Class A ($175/yr, unlimited commercial) or Class B ($125/yr, Type II-B/V-B construction) contractor license, including proof of passing the appropriate ICC exam (mandatory for all new/renewing Class A/B/C licensees since January 1, 2025); all subcontractors must also be Town-licensed with current certificates of insurance Contractor

- Land Survey Plat prepared by a Colorado-licensed surveyor (required for commercial new builds effective September 3, 2025), showing property boundary dimensions, rights-of-way, easements, and improvement locations with minimum 2 dimensions to the nearest property line
- Site plan showing setbacks, drainage, parking, landscaping, and photometric plans
- Engineered foundation plan, soils report, and framing details (structural plans)
- Stamped electrical, plumbing, and mechanical technical drawings; architectural plans with elevations, thermal-envelope section view, code analysis, and air barrier detail; IECC/energy compliance documentation
- Mountain View Fire Rescue approved permit required before the Town issues the commercial building permit on qualifying projects
- State/Town stormwater and erosion control permit for sites of 1+ acre; floodplain study/survey if applicable; county health department approval if applicable; FAA Form 7460-1 if in the Air Park area
- Town Business License required for all new businesses (also a prerequisite for a Temporary Certificate of Occupancy)
- Application must state a general valuation plus mechanical/electrical/plumbing valuations by scope of work, a total project valuation, and material costs to be considered complete

Final Inspections for Temporary Certificate of Occupancy (TCO)
Must pass finals for: building, accessibility, mechanical, electrical, plumbing, building commissioning, Mountain View Fire Rescue, health department (if applicable), Planning, Public Works/Engineering, and Storm Water; special inspection reports submitted and Town Business License obtained

Pass any re-inspections; provide original inspection card, backflow prevention test reports, HVAC balance report, and insulation certificates; accept stormwater post-construction requirements. A Land-Surveyor-stamped Improvement Survey Plat (ISP) is required prior to TCO or CO issuance. Allow 48 hours for TCO/CO processing

Tips
- Site plan approval through the Planning Division is a hard prerequisite — the Building Division will not accept a commercial building permit application until it is done, so the real end-to-end timeline is site-plan review PLUS the 4-6 week building plan review.
- Erie applies the Boulder County use-tax rate on top of the Town's 3.5% rate uniformly, even on parcels physically in Weld County — budget use tax at 50% of valuation x 4.835% combined.
- Mountain View Fire Rescue is a separate approval track whose permit must be in hand before the Town issues the building permit on qualifying projects — start the fire district review early.
- An Improvement Survey Plat (ISP) stamped by a land surveyor is required before TCO/CO — a late-stage survey requirement that can stall occupancy if not scheduled ahead.
- Water/sewer tap, raw water, and four categories of impact fees (Police, Public Facilities, Storm Drainage, Transportation) stack on top of the building permit and plan check fees — get a full fee estimate from the Town before finalizing a commercial pro forma.
- Notify the Building Division 2 weeks before you need a TCO or CO; actual processing is 48 hours once the final submittal is complete.
