    Water/sewer main and service inspections, pressure/bacteria testing, sanitary sewer camera inspection, meter installation — performed by Town of Windsor utility inspectors, not SAFEbuilt

    Foundation/Footing

    Before concrete pour, per stamped structural/foundation plans

  3. 3

    Framing / Structural

    Structural framing complete before cover

  4. 4

    Rough Electrical/Mechanical/Plumbing

    Trade rough-ins before concealment

  5. 5

    Fire Protection System Inspections (WSFR)

    If a fire alarm or fire sprinkler system is part of the design, inspected by Windsor-Severance Fire Rescue

  6. 6

    SAFEbuilt Final Construction Inspection

    Contractor calls SAFEbuilt's inspection hotline (970-674-1036) to request final inspection and acceptance; SAFEbuilt inspects the next working day

  7. 7

    Certificate of Occupancy (CO) / Temporary CO Closeout

    Requires all utility inspections passed, SAFEbuilt final inspection passed, WSFR inspections passed (for CO), and closeout procedures (walkthrough/punch list, site grade certification, detention pond certification if applicable, development agreement items) completed with the Planning Department

Applies to: Accessory Dwelling Unit (ADU) Permit

    Wet-stamped engineered foundation plan verified before concrete pour (new detached structures)

  2. 2

    Framing / Fire Separation

    Framing complete; 2-hour fire-rated horizontal/vertical assembly separation verified for Type I/II ADUs

  3. 3

    Rough Electrical/Mechanical

    Panel locations, receptacles, 50% efficiency lighting plan, mechanical equipment/ductwork verified before concealment

  4. 4

    Final Inspection

    All work complete; Certificate of Occupancy withheld until the principal dwelling itself already holds a Certificate of Occupancy

Applies to: Commercial Tenant Finish / Remodel (Tenant Improvement) Permit

    Rough Electrical/Mechanical/Plumbing

    Trade rough-ins before concealment, where the scope includes those trades

  2. 2

    Fire Protection System Inspection (WSFR)

    If the tenant finish includes fire alarm or sprinkler modifications, inspected by Windsor-Severance Fire Rescue

    SAFEbuilt Final Construction Inspection
