Note: the City's own materials are not fully consistent on this point -- the City's live FAQ (artesianm.gov/Faq.aspx?QID=199 and related Q's) separately states 'the Permit office is located at 119 S Roselawn STE 303,' and the Building Permit Application form and several plan-requirement/policy PDFs (Community Development Department letterhead) list 801 W. Bush Ave. / 801 Bush St., Artesia, NM 88210. All three addresses appear on current or recently-dated official City of Artesia materials; confirm the current in-person intake location by phone before visiting.

Inspection sequence

Applies to: Residential Building Permit (New Construction)

  1. 1

    Foundation

    After excavation of footings and placement of any required reinforcing steel; the Ufer ground must be installed near the proposed electrical service panel location; anchor bolts and other foundation materials must be on the job

  2. 2

    Concrete Slab or Under-Floor

    After all in-slab or under-floor building service equipment, conduit, piping, and accessories are in place, but before concrete is placed or floor sheathing/sub-floor is installed

  3. 3

    Frame

    After roof, framing, fire blocking and bracing are complete, all pipes/chimneys/vents are complete, and rough electrical, plumbing, and mechanical inspections have been approved

  4. 4

    Weather Resistive Barrier

    After installation of the appropriate weather-resistive barrier and before it is covered

  5. 5

    Final

    After finish grading and completion; final electrical, plumbing, and mechanical inspections must be completed first; a Certificate of Occupancy is issued once the final general construction inspection is approved

    Underground Piping

    First of four required call inspections for sprinkler/standpipe/fire pump work; 24-hour notice required

  2. 2

    Hangers / Rough-In

    Second required call inspection for sprinkler work (also the first of two required call inspections for fire alarm and kitchen hood/fire suppression work); 24-hour notice required

  3. 3

    Pressure Test

    Third required call inspection for sprinkler/standpipe/fire pump work; 24-hour notice required

  4. 4

    Final / Acceptance Test

    Final call inspection required for all fire protection system types (sprinkler, fire alarm, kitchen hood/fire suppression); 24-hour notice required

Applies to: Plumbing Permit

    Underground/Slab

    Before concrete pour -- pipe slope, materials, and cleanouts verified

  2. 2

    Rough-In / Top Out

    Water piping, gas piping, and DWV system after pipes installed, before walls closed

  3. 3

    Gas Pressure Test

    Required for gas piping systems prior to final

  4. 4

    Final

    All fixtures connected, water heater/venting verified, no leaks

Applies to: Commercial Building Permit

    Foundation

    Foundation and footing inspection consistent with the submitted structural calculations and geotechnical report

  2. 2

    Frame

    After framing, fire-rated assemblies, and rough electrical/plumbing/mechanical trades are complete and approved

  3. 3

    Final

    Final building, fire, and trade inspections; Certificate of Occupancy issued once all inspections are finaled

Applies to: Electrical Permit

    Rough-In

    Wiring, box placement, and service connections before walls are closed

  2. 2

    Final

    Devices installed, panel labeled, system energized and protections verified

Applies to: EV Charger / EVSE Permit

    Rough-In

    Wiring and box placement before walls are closed

  2. 2

    Final

    Charger installed, circuit verified, unit energized

Applies to: Manufactured / Mobile Home Placement Permit

    Electrical / Plumbing / Setbacks

    City inspection of electrical, plumbing, and setback compliance after the unit is on site and before the MHD inspector's final approval

  2. 2

    State MHD Final Approval

    Conducted by the New Mexico Manufactured Housing Division, not the City; the State issues the Certificate of Occupancy upon completion

Applies to: Mechanical / HVAC Permit

  1. 1

    Rough-In

    Ductwork, exhaust/condensation piping, and mechanical equipment rough-in before walls closed

  2. 2

    Final

    Equipment operational, venting and clearances verified, unit approval documented

Applies to: Residential Addition / Alteration / Remodel Permit

  1. 1

    Framing / Rough-In

    Structural connections to the existing structure and rough electrical/plumbing/mechanical, where applicable

  2. 2

    Final

    Completed work verified against the approved permit scope; final Certificate of Occupancy documentation reflects that the addition/alteration was built under the applicable permit type
