Manufactured / Mobile Home Placement Permit in Artesia, New Mexico
Required for placement of a manufactured (mobile) home within Artesia city limits. Unlike the City's other building-related permits, this permit is issued only after the applicant separately obtains an installation permit from the New Mexico Manufactured Housing Division (MHD) -- the City's own placement permit and the state's installation permit are sequential, not alternative, steps.

When you need this permit
- Complete a Manufactured Home Placement Permit application and provide a complete site plan
- Address flood-zone requirements if applicable; if the site is in flood zone AO-1' or AO-2', a separate Flood Plain Use permit must also be completed
- Obtain zoning approval for the location and type of manufactured unit, and confirm the structure meets requirements for the applicable structure type (commercial or residential)
- After City zoning/site approval, obtain the underlying Manufactured Unit Installation permit from the New Mexico Manufactured Housing Division (MHD)
- Provide a copy of the State MHD installation permit to the City of Artesia Planning Department; only then will the City issue the Manufactured Home Placement Permit
- Obtain separate Plumbing and Electrical permits from the City as needed (e.g., electrical/gas meter clearances, sewer tap, gas/water/sewer yard lines)
- City inspection approvals for electrical, plumbing, and setbacks are required after the unit is on site and before the MHD inspector's final approval
- Certificate of Occupancy is issued by the State of New Mexico, not the City, upon completion of MHD's requirements and final approval

No permit shall be issued nor shall an application be considered prior to the receipt of any required fee and a copy of the New Mexico manufactured housing division permit... The fee schedule shall be available for review in the office of the community development director.' This is Title 9 Chapter 16 ('Manufactured Homes and RVs Outside MH Manufactured/Mobile Home District'), a different, more specific chapter than the general Title 8 Building/Electrical/Plumbing-Mechanical fee PDFs (which do not cover manufactured home placement); no dollar amount appears in the ordinance itself by design. Separate City Electrical and Plumbing permits (see those permit types' fee schedules) apply for meter clearances, sewer tap, and yard lines; the State MHD installation permit carries its own, separate state fee not administered by the City.Review timeline
