   Before concrete pour — verify excavation, forms, rebar, anchor bolts, and the required footing/foundation sub-drain per Clinton City Code § 5-3-3(5)

   Framing

   After framing, sheathing, and rough-in MEP — before insulation or wall cover

   Insulation

   After insulation installed, before drywall

   Final

   All work complete — certificate of occupancy issued upon passing

Applies to: Commercial Tenant Improvement / Tenant Finish Permit

   Framing / Structural (if applicable)

   Interior wall framing and structural connections verified before close-in, where the scope includes structural work.

   MEP Rough-In

   Electrical, mechanical, and plumbing rough-in for the tenant space, inspected before walls closed.

   Final

   All tenant-finish or remodel work complete before occupancy.

Applies to: Residential Pool Permit

   Pre-Gunite / Bonding

   Steel, plumbing, and electrical bonding before shotcrete/gunite or liner installation (in-ground pools)

2. 2

   Barrier / Fence

   Pool barrier compliance verified before water can be introduced

3. 3

   Final

   Equipment, bonding, and barrier complete

Applies to: Residential Remodel Permit (Patio Covers, Awnings & Decks)

   Footings (decks/patio covers)

   Verify footing depth (minimum 30 inches below grade per Clinton's frost depth), diameter, and rebar before concrete pour

   Framing

   Wall or deck/patio-cover framing, fire blocking where applicable, MEP rough-in

   All finishes, railings, and fixtures complete

Applies to: Change of Use / Certificate of Occupancy

   Certificate of Occupancy / Zoning Compliance Inspection

   Building Inspector confirms the building, its proposed use, or the use of the land complies with the Zoning Ordinance before issuing the Certificate of Occupancy (§ 28-1-6); the Community Development Director may withhold the Certificate if the change in use would violate the Zoning Ordinance or any other city/state law (§ 28-1-8(1))

   Business License Inspections (Building / Fire)

   Building Inspection Fee ($59.00) and Fire Inspection Fee ($59.00) apply to commercial business licenses per the Consolidated Fee Schedule; may be required with initial issue of the license or annually based on assessment of the business

Applies to: Demolition Permit

1. 1

   Utility Disconnect Verification

   Sewer, water, secondary water, land drain, power, and telephone/cable laterals disconnected per Clinton City Code § 5-6-3

2. 2

   Final / Site Restoration

   Site cleared of debris, graded for natural drainage, per Clinton City Code § 5-6-4

Applies to: Electrical / Mechanical / Plumbing Permit (Utility Modifications)

   Rough-In

   Wiring, piping, or ductwork installed, before walls closed

   Final

   Equipment installed and operational, venting/gas connections verified where applicable

Applies to: Solar Energy System Permit

   Rough Electrical

   Conduit runs, wire sizing, disconnect placement before energizing

2. 2

   Final / Structural

   Panel mounting, racking attachment, roof penetration sealing, and electrical connections verified

Final inspection only: Automatic Fire Extinguishing (Sprinkler) and Alarm System Permit, EV Charger / EVSE Permit, Roofing Permit, Sign Permit
