Inspection sequence

Applies to: Commercial Building Permit

  1. 1

    Foundation / Footing

    Before concrete pour — verify excavation, forms, rebar, and anchor bolts.

  2. 2

    Underground Utilities

    Before backfill — underground plumbing, electrical, and fire line connections.

  3. 3

    Framing / Structural

    After framing, sheathing, and rough-in mechanical/electrical/plumbing — before insulation or wall cover.

  4. 4

    Fire / Life Safety Rough-In

    Fire sprinkler and fire alarm rough-in, where applicable, coordinated with SLC Code Title 18, Chapter 44 (Fire Prevention and International Fire Code).

    Final

    All work complete — certificate of occupancy issued upon passing.

Applies to: Residential Building Permit

    Foundation / Footing

Applies to: Basement Finish Permit

    Framing

    Wall framing, fire blocking, egress window wells and openings verified

  2. 2

    MEP Rough-In

    Electrical, plumbing, and HVAC rough-ins before walls are closed

  3. 3

    Insulation

    Insulation on exterior walls, vapor barrier placement per 2024 IECC requirements (effective July 1, 2026)

    Final

    Drywall, fixtures, smoke and CO detectors, and all finishes complete

    Framing / Fire-Rated Assembly

    Verify wall penetrations, fire-rated wall/ceiling assemblies, and UL-listed through-penetration protection before close-in — per SLC Building Services FAQ tenant-finish review items.

    MEP Rough-In

    Electrical, plumbing, and mechanical rough-in before walls/ceilings are closed.

  3. 3

    Fire Alarm / Sprinkler Rough-In

    Where applicable, coordinated with SLC Code Title 18, Chapter 44 (Fire Prevention and International Fire Code).

  4. 4

    Final / ADA & Egress Verification

    Path of egress, ADA compliance, emergency lighting/exit signage, and smoke detection verified before occupancy.

    Footing

    Before concrete pour — verify depth, diameter, and reinforcement

  2. 2

    Framing

    After framing complete — verify ledger connection, joist hangers, beam and post connections

  3. 3

    Final

    Railings, stairs, and all finish work complete

Applies to: Electrical Permit

    Rough-In

    After wiring installed, before walls closed — verify box placement, wire sizing, proper support

  2. 2

    Service / Panel

    Panel installation, grounding electrode system, service entrance conductors

  3. 3

    Final

    All devices installed, GFCI/AFCI protection verified, panel labeled

    Before concrete pour — verify pipe slope, materials, and cleanouts

    Rough-In

    After pipes installed, before walls closed — pressure test required

    Pre-Demolition

    Verify utility disconnects are complete and any required asbestos clearance is obtained before work begins

    Rough Electrical

    Conduit runs, wire sizing, and disconnect placement before energizing the EVSE circuit.

    EVSE installed and connected, GFCI/breaker protection verified, and installation confirmed to match the reviewed plan set.

    Rough-In

    Ductwork and gas piping installed, before walls closed — verify clearances and support

  2. 2

    Final

    Equipment operational, combustion air verified, gas pressure tested, thermostat functional

Applies to: Roofing Permit

    Deck / Substrate

    After tear-off — verify sheathing condition and replace damaged decking before proceeding

  2. 2

    Final

    Completed roof — verify ice and water shield, flashing, drip edge, and nailing pattern
