When you need this permit
- “The 2018 International Building Code … with amendments as set forth in Chapter 51-50 WAC as the same exists now or may hereafter be amended” (WCC 2.04.010); Appendix H, Signs, is specifically adopted
- THE NAMED YEAR IS 2018 AND THE CITED WAC CHAPTER CURRENTLY CARRIES 2021 — confirm with the building official
- A conflict rule is built into the adoption: “the first named code shall govern over those following”, and the IBC is first
- Special inspection agencies must be ASTM-accredited or WABO-registered, documented before permit issuance
- Sheds are exempt only to 120 square feet under the IBC amendment, with a 10-foot separation from other structures and property lines

Fee schedule
NO FEE SCHEDULE APPEARS IN WCC CHAPTER 2.04 OR WCC CHAPTER 2.06. Show full citationHide
NO FEE SCHEDULE APPEARS IN WCC CHAPTER 2.04 OR WCC CHAPTER 2.06. Neither WCC Chapter 2.04 (all three sections) nor WCC Chapter 2.06 (Permits, its single section) states a permit fee or points to one. The only fee reference found anywhere in Title 2 is an ADMINISTRATIVE APPEAL fee — the International Property Maintenance Code as amended provides that “Appeals shall be subject to an administrative appeal fee in accordance with WCC § 1.99.010”. WCC 1.99.010 sits in Title 1 and was NOT opened for this entry. Ask the city for the current schedule.Review timeline

Tips
- The conflict rule is worth knowing before a plan review comment surprises you: WCC 2.04.010 provides that among the first four adopted codes “the first named code shall govern over those following”, and the order is IBC, IRC, IMC, UPC. So a building code provision beats a mechanical or plumbing one rather than the more specific text winning.
- Line up your special inspection agency early. The amendment to IBC 1704.2.1 requires written proof of ASTM accreditation or WABO registration to reach the building official BEFORE the permit issues, not before the inspections start.
- Note the IBC shed exemption is 120 square feet with a 10-foot separation from other structures AND property lines — materially tighter than the 200 square feet and five-foot setback the residential code allows.
