- A permit is required to erect, install, alter, repair, remove, convert or replace any plumbing system (WCC 2.06.010)

NO FEE SCHEDULE APPEARS IN WCC CHAPTER 2.04 OR WCC CHAPTER 2.06. Neither WCC Chapter 2.04 (all three sections) nor WCC Chapter 2.06 (Permits, its single section) states a permit fee or points to one. The only fee reference found anywhere in Title 2 is an ADMINISTRATIVE APPEAL fee — the International Property Maintenance Code as amended provides that “Appeals shall be subject to an administrative appeal fee in accordance with WCC § 1.99.010”. - Do not read the repealed chapter as the end of the story. WCC Chapter 2.20 “PLUMBING CODE” is repealed — it has carried no sections since Ord. 2004-25 — but the Uniform Plumbing Code is still adopted at WCC 2.04.010, so plumbing is regulated through the referenced-codes chapter. A reader who opens the plumbing chapter and stops there would conclude, wrongly, that the city has no plumbing code.
