Codes adopted

The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.

    PASCO NAMES NO EDITION AND SAYS 'MOST CURRENT' EXPLICITLY. PMC 16.05.010: "The City of Pasco hereby adopts the State Building Code (Chapter 19.27 RCW) as thereinafter amended by the Washington State Building Code Council, published as Chapter 51-50 WAC, and all provisions thereof applying throughout this title, and adopts by reference the most current state-adopted International Building Code(s) and their appendices thereof as published by the International Code Council as thereinafter amended".

  • THE ROLLING LANGUAGE APPEARS TWICE IN ONE SENTENCE - "as thereinafter amended" attaches both to the State Building Code and to the International Building Codes, and "most current" does the same work again. There is no edition year anywhere in the adoption.
  • THE ADOPTION REACHES EVERY KIND OF WORK. The same section applies the codes to "all buildings hereinafter erected or constructed, enlarged, repaired, moved, removed, demolished, or converted", except as expressly provided in the title.

  • CEDAR SHAKES AND SHINGLES ARE PROHIBITED for roof construction, and the ban is written by FLAME SPREAD so lookalike materials are caught too.
  • The only exception is Class C shakes on an EXISTING repair under 100 square feet. Additions are excluded.
  • NO CERTIFICATE OF OCCUPANCY, NO PERMANENT UTILITIES - electrical, solid waste, water and sewer.
  • Provisional utilities during construction can be DISCONTINUED if the dwelling is found occupied.
  • Pasco names no code edition - it adopts "the most current state-adopted" codes "as thereinafter amended".
  • Permit fees are at PMC 3.35.030, in the revenue title, not in the building title.
  • An inspection not tied to an active permit carries a minimum fee.
