Codes adopted

The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.

  • International Building Code — NBMC § 15.04.010, and NOTE THAT NO YEAR IS NAMED: "The current edition of the International Building Code, including Appendix E, published by the International Code Council, as adopted and hereafter amended by the State Building Code Council in Chapter 51-50 WAC, is hereby adopted by reference with the following exceptions: excluding Chapter 1."
  • International Residential Code — adopted at NBMC Chapter 15.06.
  • International Mechanical Code — adopted at NBMC Chapter 15.10.
  • Dwelling construction under the Uniform Building Code — NBMC Chapter 15.05, a separate chapter from the IRC.
  • NBMC Chapter 15.02, Construction Administrative Code — North Bend's own administrative chapter, which is why Chapter 1 of the IBC is excluded from the adoption.
  • RCW 19.27 — the Washington State Building Code, and Chapter 51-50 WAC, the state's amendments to the building code, which North Bend adopts "as adopted and hereafter amended".

Tips & gotchas

  • THERE IS NO EDITION YEAR IN NORTH BEND'S BUILDING CODE ADOPTION. It takes "the current edition" and follows the state automatically — unusual, and it means the code cannot go stale the way a year-pinned adoption can.
  • IBC CHAPTER 1 IS EXCLUDED. Permit procedure, enforcement and appeals come from NBMC Chapter 15.02, the city's own Construction Administrative Code.
  • Appendix E is adopted with the building code.
  • Residential work has two chapters: NBMC 15.05 (dwelling construction under the Uniform Building Code) and NBMC 15.06 (International Residential Code).
