The State Building Code is in effect in every county and city in Washington, and its minimum performance standards may not be diminished locally. A local amendment that affects single-family or multifamily residential buildings is not effective unless the State Building Code Council approves it; amendments to non-residential provisions carry no such approval requirement.

Tips & gotchas

  • Snoqualmie's codes are adopted THROUGH state law: each section reads "as adopted by RCW 19.27.031 and as it may hereafter be adopted and/or amended by the State Building Code Council". The edition in force can change without the city touching its own code.
  • The IBC and IRC sit under different WAC chapters — 51-50 and 51-51. Ask which one your project falls under before reading state amendments.
  • APPENDICES ARE NOT IN FORCE UNLESS SPECIFICALLY ADOPTED. SMC 15.04A.005 says so in terms.
  • There is a separate Construction Administrative Code at SMC 15.04B and additional requirements at 15.07 — the technical code is not the whole picture.
  • This guide does not print Snoqualmie's permit fees. Its fee document does not keep each valuation bracket attached to its own amount when read mechanically, so the amounts are declined rather than risked.
