  • Site Plan required showing property lines, existing structures/windows/doors, dimensions, and location of the pool/spa, pool barrier, and pool equipment
  • Construction Plans/Pool Engineering sealed and signed by an Arizona Civil or Structural Engineer required
  • Electrical Load Calculations required
  • Minimum 3-foot setback from pools (including waterfalls/accessory structures) to adjacent property lines
  • Pool barrier (wall/fence) must be at least 5 feet in height measured from the exterior side; barrier windows need latches at least 54 inches above finished floor; sliding doors in the barrier must be self-closing/self-latching or alarmed per UL 2017
  • Minimum 3-foot-wide egress pathways required in both side yards, with at least one 3-foot self-closing, self-latching gate swinging outward in the direction of travel; padlocks are not an acceptable self-latching device

  • The City's own Residential Swimming Pool and Spa Guide lists the applicable codes as 2018 IRC, 2018 IMC, 2018 National (International) Plumbing Code, and 2017 NEC — this predates Ordinance 26-01's February 20, 2026 effective date for the current 2024/2023 code cycle. Applicants should confirm the currently enforced edition with Development Services, since this process-guide PDF has not yet been republished.
  • Pool/spa is not separately itemized on the Plan Review Turnaround Times chart and is understood to fall under the 'Miscellaneous' Building Safety category (8 working days first review / 4 subsequent, 10-day administrative completeness, 20-day substantive review, 30-working-day overall based on 2 review cycles).
  • If the pool is 5 feet or closer to the house or a covered patio, the engineer of record must specify increased vertical reinforcement on the plans.
