Commercial Building Permit (New Construction) in City of Maricopa, Arizona
Required for new commercial buildings/shell buildings, commercial additions, and commercial remodels in the City of Maricopa, reviewed against the 2024 IBC and City of Maricopa amendments (effective February 20, 2026 under Ordinance 26-01). Governed by the City's New Commercial Building Permit Process Guide (Rev. 09/2024) and applied for via the VIP Portal's 'Commercial New Permit' path. Tenant improvement work to an existing commercial space is treated as a distinct permit type in Maricopa — see the separate Commercial Tenant Improvement Permit entry — because the City publishes an independently revised, TI-specific application guide with its own submittal checklist, prices TI work under a distinct 'Major TI'/'Minor TI' percentage-of-valuation fee tier rather than this permit's standard valuation-scale Building Permit Fee, and the City's own Plan Review Turnaround Times chart tracks 'Commercial New' and 'Commercial Tenant' as two separately named line items.

When you need this permit
- Building permit required for new commercial buildings/shell buildings, commercial additions, and commercial remodels (verify existing occupancy) within Maricopa city limits, per the City's New Commercial Building Permit Process Guide (Rev. 09/2024)
- Prior to site plan submittal, approval by Planning and Zoning is required through either a Development Review Permit or a Zoning Permit — the application will not be routed for review without this prerequisite approval
- Construction plans (architectural, structural, mechanical, plumbing, electrical) must be sealed by the applicable Arizona-registered design professional; the City requires a separate building permit — and a separate plan set — for each individual building/structure
- New commercial valuation fees are based on occupancy and construction type (structure), calculated using the current ICC Building Valuation Data table, per the Development Services Fee Schedule
- All food service facilities require separate approval by Pinal County Division of Environmental Health, in addition to the City building permit
- Fire sprinkler and fire alarm work requires separate permits/approvals through the City's Fire Prevention review track
- Only PDF file submissions are accepted through the VIP Portal, using the City's required file-naming convention: (Plan Type) – (Project Name) – (Submittal #)

Tips
- Per the City of Maricopa Plan Review Turnaround Times document (Rev 5/2026), 'Commercial New' averages 12 working days first review / 8 subsequent, with 10-day administrative completeness review and 20-day substantive review, for an overall review time of 30 working days (2 review cycles) — the same 30-day overall total as the separate 'Commercial Tenant' line, but with a slower first/subsequent review-day breakdown reflecting the larger scope of new construction.
- A Development Review Permit or Zoning Permit (Planning and Zoning approval) is a mandatory prerequisite before the site plan will be routed for building-safety review — budget for this separate approval and fee ($1,000 + $50/acre for non-residential Development Review Permit, or $125 for a Zoning Permit) and its own review timeline before the building permit clock starts.
- The City requires a separate building permit application and plan set for each individual building/structure on a multi-building commercial site.
- An Expedited Commercial Building Plan Review option exists (subject to staff capability) at 1.5x the standard general plan review fee.
- A 2.75% convenience fee applies to payments made through the online VIP Portal, per the Development Services Fee Schedule cover page.
