WHAT ACTUALLY GOVERNS IN THAT WINDOW IS NOT STATED ON THE PAGE READ - this record reports the gap and does not resolve it. 17 December 2025 was indeed a Wednesday, so the notice is internally consistent.

The Application Guide describes the Building & Safety Division as determining "compliance with local, state, county, and federal standards, including building, plumbing, mechanical, electrical, energy conservation, green building, historic building code, FEMA flood mitigations and disabled access" - a scope statement rather than an adoption list.
- Health and Safety Code 18938(b) provides that building standards in the California Building Standards Code apply to all occupancies throughout the state, so the state suite is the floor in Santa Barbara whatever the city adds.

- ONE SEVEN-PAGE GUIDE GIVES THREE DIFFERENT ANSWERS TO 'HOW LONG IS FIRST REVIEW' AND THEY DO NOT RECONCILE. Page 2: "Within 10 to 33 days". Page 3's diagram: "Route & Review Plans 2 - 4 Weeks". Page 5's table: 5, 10, 15 or 28 WORKING days by project size. The table is the only one that states both its unit and which projects it applies to, which is why this record carries it - but that is a line drawn here and not by the source. If a contractual deadline depends on the number, ask the counter which one governs.
- THE SIZE-BANDED TABLE IS THE MOST USEFUL THING SANTA BARBARA PUBLISHES, because it lets you place your own project rather than read an average. SMALL 5 days covers a pool or a sub-1,000 sq ft single-storey addition; MEDIUM 10 days a structural remodel or a duplex addition; LARGE 15 days a new single-family residence; X-LARGE 28 days new multi-unit housing or a new single-occupancy building over 10,000 sq ft. Knowing your band before you submit is worth more than any single average.
- THE EXPIRY RULE DESTROYS YOUR SUBMITTAL, NOT JUST YOUR PLACE IN THE QUEUE: "If there is no case activity within 6 months, your application will automatically be expired, all submittal materials will be discarded, and all fees forfeited." Coupled with "The City is not responsible for sending you notification of pending application or approval expirations", the six-month clock is entirely the applicant's to watch.
- A PAYMENT GATE SITS EXACTLY WHERE APPLICANTS ASSUME THEY ARE WAITING ON THE CITY. Other divisions' plan check fees are invoiced only AFTER the first review and "must be paid before rechecks can begin". An applicant who has responded to corrections and heard nothing may be waiting on their own unpaid invoice.
- AN INCOMPLETE FIRST SUBMITTAL CAN RESTART THE WHOLE BAND, not just delay a recheck: "If the initial plans were considered incomplete, another first review timeline may be instituted." The 5-day recheck goal is not a floor you fall back to.

Planning approvals generally expire three years after approval." Two independent clocks, and the building one does not stop the planning one.
