Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.

Permit types & fees
Residential Building Permit (New Construction, Additions, Remodels)
Required for new single-family residence construction, residential additions (including attached garages/carports), and residential remodels involving structural changes in the City of Notus. Issued by the City of Notus Building Department; plans are also routed through Planning and Zoning approval.

Required for rooftop or ground-mounted solar photovoltaic installation within Notus city limits. The City of Notus does not publish a dedicated solar/PV permit — the array/mounting/structural scope is permitted under the City's standard Residential Building Permit, while electrical work (PV wiring and utility interconnection) is issued through the State of Idaho, not the City. The City's own Forms-Apps-Permits page states plainly: 'Plumbing, Mechanical and Electrical permits are issued through State agencies.'

The City of Notus does not publish a dedicated EV charger/EVSE permit, and does not issue electrical permits of any kind — the City's own Forms-Apps-Permits page states plainly that 'Plumbing, Mechanical and Electrical permits are issued through State agencies.' Installation of a Level 2 EV charger requires an electrical permit from the Idaho Division of Occupational and Professional Licenses (DOPL) / Electrical Board, the same statewide mechanism that covers all other electrical work in Notus (including solar PV interconnection). If any structural/mounting work or new panel enclosure triggers building-permit scope, that portion would fall under the City's standard Residential Building Permit.

Tips & gotchas
- Notus operates its own independent Building Department — a codified ordinance (Title 8 — Building Regulations, Notus City Code), its own Building Inspector (Steve Pierson), and its own residential and commercial permit application forms distinct from Canyon County's building department. It does NOT contract permitting to Canyon County.
- Notus adopts the Idaho Division of Building Safety's statewide default code set (2018 IBC/IRC/IECC/IEBC family, 2017 State Plumbing Code, 2017 NEC) rather than publishing its own amended local code — this is common for small Idaho municipalities.
- Plumbing, mechanical, and electrical permits in Notus are issued through Idaho state agencies (DOPL), not the City — confirmed both by the City's own 'Forms-Apps-Permits' page note and by Notus's appearance in DOPL's statewide electrical/HVAC/plumbing inspector-assignment list (Canyon County, ZIP 83656).
- No published fee schedule, fee ordinance, or fee resolution could be located online for the residential building permit — City staff calculate Permit Fee, Plan Review, Sewer Fee, and Water Fee manually in the application's 'Office Use Only' section. - The City has a local Accessory Dwelling Unit (ADU) ordinance allowing a small additional housing unit (e.g., for elderly parents or family members in need of housing), subject to restrictions — the full ordinance text is hosted on Municode; contact City Hall for specifics.
- Notus DOES publish a distinct commercial permit product: a single 'Commercial Building Permit Application' (Rev. 01/15) covers both new commercial construction and Tenant Improvement (TI) projects, with two separate document checklists on the same form (New Commercial Building requires Site/Foundation/Elevations/Drainage/Landscape plans that TI does not; TI uniquely requires a stated Project Value). The commercial application requires 2 sets of plans (vs. 3 for residential) and an Idaho Contractor Name & Registration Number.
