Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.
Permit types
Residential Building Permit (New Construction)
Required for all new one- and two-family dwellings in Nampa. Covers new single-family homes, duplexes, and associated systems. Apply online through the CSS portal or in person at 500 12th Ave S.
Residential Addition / Remodel Permit
Required for additions, remodels, and structural alterations to existing one- and two-family dwellings in Nampa. Covers room additions, garage conversions, basement finishes, deck construction, and structural modifications.
Residential Electrical Permit
Required for all electrical wiring installations, equipment changes, or wiring modifications in Nampa residences, including panel upgrades, new circuits, service changes, and EV charger installations. All work must comply with the 2023 National Electrical Code.
Residential Plumbing Permit
Required for all plumbing piping and drainage work in Nampa residences, including fixture additions, water and sewer line work, and water heater replacements. Governed by the 2017 Idaho State Plumbing Code.
Residential Mechanical / HVAC Permit
Required for all mechanical equipment installations in Nampa residences, including furnaces, air conditioners, heat pumps, gas piping, ductwork, gas fireplaces, and HVAC replacements. Governed by the 2018 International Mechanical Code and 2018 International Fuel Gas Code.
Residential Roofing Permit (Re-roof)
Required for re-roofing existing residential structures in Nampa, including both overlay and complete tear-off/re-roof projects. Also required for replacement of siding or stucco on existing homes.
Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems on residential properties in Nampa. A dedicated Solar Permit Application packet is available from the city.
Accessory Dwelling Unit (ADU) Permit
Required for construction of a new accessory dwelling unit on a residential property in Nampa. Nampa provides a dedicated ADU Building Permit Application & Checklist.
Accessory Structure Permit
Required for detached sheds, garages, barns, pole barns, and similar accessory structures on residential properties in Nampa when the structure exceeds 200 square feet. Structures of any size require a permit if hardwired with a 120V electrical system.
Residential Pool Permit
Required for in-ground and above-ground swimming pools on residential properties in Nampa when the pool exceeds 48 inches in depth or 5,000 gallons. Prefabricated above-ground pools less than 48 inches deep and under 5,000 gallons accessory to an R-3 occupancy are exempt from permit requirements.
Tips & gotchas
- Always verify zoning with Planning & Zoning at (208) 468-4430 before designing or applying for a permit — zoning non-compliance discovered during review causes costly delays.
- Nampa uses the 2017 Idaho State Plumbing Code (based on the 2015 Uniform Plumbing Code), not the International Plumbing Code — fixture counts and fee structures differ from IPC jurisdictions.
- Nampa has a local IMC amendment requiring unvented gas fireplaces to have a supplemental whole-house ventilation strategy. This is not a standard requirement in many Idaho cities.
- Idaho and Nampa's code allow homeowners to pull their own building, electrical, plumbing, and mechanical permits on their primary or secondary residence without a contractor license — work must still pass inspection and the homeowner must reside in the property within the specified period.
- All inspections must be requested through the CSS portal before 12:00 AM the prior business day. AM/PM slots are available only for footing, foundation, masonry grout, and open trench inspections.
- The reinspection fee ($55) kicks in after the FIRST reinspection for the same item. The first reinspection is at no charge — plan corrections to avoid any reinspections.
- Permit plan review fees in Nampa are 65% of the building permit fee — significantly higher than many neighboring cities. Factor this into project budgets.
- Decks more than 12 inches above grade require a building permit. Retaining walls 4 feet or higher (footing bottom to wall top) require a permit; 2-foot retaining walls with a slope or surcharge also require a permit and structural engineering.
- Fences of all heights require a building permit in Nampa per the Residential FAQ.
- Accessory structures under 200 sq ft with no hardwired electrical are permit-exempt — but always confirm setbacks and easements with Planning & Zoning.
- Pole barns and post-frame structures require structural engineering by an Idaho-licensed engineer regardless of size.
