Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Permit types
Residential Building Permit (New Construction / Addition / Remodel)
Required for all new single-family dwellings, secondary residences, residential additions and alterations in unincorporated Canyon County. Governed by Canyon County's adopted International Residential Code. Application is submitted in person or by mail to the Development Services Department at 111 N. 11th Ave., Suite 310, Caldwell, ID 83605. Plans must be stamped in color and available on site at all inspections.
Commercial Building Permit (New Construction / Addition / Tenant Improvement)
Required for all new commercial structures, commercial additions or alterations, and change-of-use projects in unincorporated Canyon County. All commercial-use structures require stamped engineering from a design professional registered in the State of Idaho. Fire District structural plan approval must be received before Canyon County issues the permit. Governed by Canyon County's adopted International Building Code.
Accessory Structure Permit (Pole Barns, Sheds, Shops, Carports)
Required for all accessory structures in unincorporated Canyon County, including post/pole barns, sheds, shops, and carports. An existing residence must already be on the parcel — Canyon County does not allow accessory structures on vacant parcels. All pole and post frame buildings require stamped engineering as of June 1, 2023.
Manufactured Home Permit
Required for placement of all new and used manufactured homes in unincorporated Canyon County. Setup and installation must comply with the manufacturer's installation manual or, if unavailable, the most current Idaho Manufactured Home Installation Standard published by the State of Idaho Division of Building Safety. Permit fee varies by number of transportable sections. Used manufactured homes require proof that taxes are paid before the home is moved.
Agricultural Exempt Zoning Compliance Permit
Agricultural buildings in unincorporated Canyon County are exempt from the building permit requirement under Canyon County Code §06-01-09(4), but any person wishing to construct an agricultural building must apply for and obtain a Zoning Compliance Permit before construction begins. The property must be zoned agricultural, 5 acres or more in size, receiving an agricultural tax exemption. The structure must be used exclusively for agricultural purposes — not as a dwelling, public place, employment/food processing facility, or for RV/boat/camper storage.
Built-In Woodstove / Pellet Stove Mechanical Permit
Canyon County issues mechanical permits for built-in (permanently installed) woodstoves and pellet stoves. This is the sole mechanical permit type still issued by Canyon County — all other HVAC work (furnaces, heat pumps, air conditioners, water heaters, freestanding fireplaces, freestanding pellet stoves, and freestanding woodstoves) is handled by the Idaho Division of Building Safety (DBS/DOPL) since September 1, 2023. Permit fee is $80 per built-in appliance plus $60 for venting.
Demolition Permit
Required for demolition of structures in unincorporated Canyon County. Flat fee of $75.00 per the 2025 Permit Fee Schedule.
Re-Roof Permit
Required for re-roofing work in unincorporated Canyon County. Fee is $75.00 per inspection per the 2025 Permit Fee Schedule.
Tips & gotchas
- HVAC (mechanical) permits and inspections in unincorporated Canyon County are handled by the State of Idaho Division of Building Safety (DBS/DOPL) since September 1, 2023 — NOT Canyon County. Contact: http://dbs.idaho.gov or 1-800-955-3044. The only exception: built-in pellet stoves and built-in woodstoves still go through Canyon County ($80 each, $60 venting).
- Electrical and plumbing permits and inspections are handled by the Idaho Division of Occupational and Professional Licenses (DOPL) — not Canyon County. Contact: https://dopl.idaho.gov
- All pole/post frame buildings require stamped engineering from an Idaho-licensed design professional as of June 1, 2023. Metal buildings, aluminum/metal patio covers, walls over 12 ft, and retaining walls over 4 ft also require engineering.
- Accessory structures (pole barns, sheds, shops, carports) require an EXISTING RESIDENCE on the parcel before a permit will be issued.
- SWDH (Southwest District Health) approval is required for ALL new residences and commercial structures — and even for accessory structures — to confirm you are not building over existing or future septic/drain field sites.
- Inspections must be called in by 4:00 PM via the Inspection Line at 208-454-7460 for next-business-day scheduling. Canyon County may take up to 2 business days in high-demand periods. All colored stamped plans and engineering must be on site and legible at every inspection.
- Work not ready for inspection when the inspector arrives may result in a $75 re-inspection fee.
- Agriculture buildings are exempt from building permits but require an AG Exempt Zoning Compliance Permit ($150) before construction starts. Property must be zoned agricultural, 5+ acres, and receiving an agricultural tax exemption.
- Commercial structures require Final Fire District structural plan approval before Canyon County will issue the building permit.
- Impact fees (fire district) are due at permit pick-up for new construction. Fees range from $560–$1,238 per residential unit and $0.28–$0.62 per sq ft for non-residential, depending on which fire district covers the parcel.
- Building permit fees average approximately 2% of total market value. Additional deposits apply at intake ($280 for new dwelling/commercial). Accepted payment methods: Visa, Mastercard, Discover (~3% convenience fee), check, money order.
