Commercial Building Permit (New Construction / Addition / Remodel / Tenant Improvement) in Soda Springs, Idaho
Required for new commercial construction, additions, remodels, repairs, replacements, and foundation-only work on commercial buildings within the City of Soda Springs. Uses the same unified Building Permit Application as residential work, but with the 'Commercial' box checked (as opposed to 'Residential') and 'Commercial Building' checked under Building Type, and is billed from a distinct 'Building Permit Fee Schedule (Commercial)' valuation table that charges more than the residential table at every tier. CONFIRMED: the City has no separate tenant-improvement (TI) or commercial-remodel permit, checkbox, or fee line — a TI/remodel project on existing commercial space files this same Commercial Building Permit, simply circling 'Remodel' under 'Type of Work' on the application, and is billed from this same Commercial fee table based on declared project valuation.

When you need this permit
- Building permit application submitted to City Hall, 9 West 2nd South, with the 'Commercial' box checked (top-left header, distinct from 'Residential') and 'Commercial Building' checked under 'Building Type'
- All commercial building permit applications — new construction AND remodels/tenant improvements alike — must be accompanied by a complete set of blueprints and specifications designed by a licensed engineer (acknowledgment item 3 on the application), unlike residential, which only requires an owner-drafted plot plan
- Circle the applicable 'Type of Work' on the application: New, Addition, Remodel, Repair, Replacement, or Foundation Only — there is no distinct 'Tenant Improvement' option; TI work is filed as 'Remodel'
- Dig Line (1-800-342-1585) utility locate required prior to all excavation
- Construction sites without an existing address must complete a Caribou County address application before construction begins
- Sidewalk, street, and concrete curb/gutter construction required along the lot frontage before a certificate of occupancy is issued (City Code 12.08.040) — applies to commercial the same as residential
- Plans must meet the city's adopted 2018 IBC and applicable local structural amendments (36" footings, 60 lb roof snow load, 115 MPH 3-sec gust wind, Earthquake Zone D1)

Tips
- Soda Springs has NO separate tenant-improvement or commercial-remodel permit — confirmed by direct review of the City's Building Permit Application PDF (single unified form with only 'Commercial'/'Residential' and 'Zoning Permit'/'Solar System Install' checkboxes, plus a 'Type of Work' circle for New/Addition/Remodel/Repair/Replacement/Foundation Only) and the Master Fee Schedule Resolution No. 2026-2 (which lists only 'Building Permit Fee Schedule (Residential)' and 'Building Permit Fee Schedule (Commercial)' — no third TI-specific table). File a TI/remodel as a Commercial Building Permit with 'Remodel' circled.
- Commercial fees are meaningfully higher than residential at every valuation tier — e.g., $30.00 flat vs. residential's $25.00 under $500 valuation, and $4,711.20 + $3.00/additional $1,000 vs. residential's $3,926.00 + $2.50/additional $1,000 above $1,000,000 — confirm you're being quoted the Commercial table, not the Residential one, especially for a smaller-valuation TI project.
- Unlike residential (owner-drafted plot plan), EVERY commercial application — including a small TI/remodel — requires a complete blueprint and specification set designed by a licensed engineer (application acknowledgment item 3). Budget engineering time/cost into a TI project timeline.
- Sidewalk, curb, and gutter construction along the lot frontage is required before a certificate of occupancy will be issued, at the property owner's expense (City Code 12.08.040) — applies to commercial projects the same as residential.
- For building code questions, contact Alan Skinner (askinner@sodaspringsid.com), the city's Building Inspector; for permit fees, call City Hall directly at (208) 547-2600.
