Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.

Permit types & fees
Residential Building Permit (New Construction / Addition / Remodel)
Required for new single-family residential construction, additions, remodels, repairs, replacements, and foundation-only work within the City of Soda Springs. Issued and administered by the City itself (not Caribou County) under City Code Title 15 and the city's adopted 2018 IBC/IRC with local amendments.
From$25.00Solar Photovoltaic (PV) / Solar Energy System Permit
Required for installing a solar energy system within Soda Springs city limits. The City's unified Building Permit Application carries a dedicated 'Solar System Install' checkbox, separate from the 'Commercial'/'Residential' and 'Zoning Permit' boxes, and the work is governed by City Code Chapter 13.24, 'Solar Energy Systems.' The City itself issues and inspects the permit under City Code Title 15, with fees calculated from the same valuation-based Building Permit Fee Schedule used for other construction — there is no separate dollar figure specific to solar.
From$25.00EV Charger / EVSE Permit
The City of Soda Springs has no separate electric-vehicle-charging-station permit, checkbox, or fee line. Unlike solar (which has its own dedicated 'Solar System Install' checkbox and City Code chapter, 13.24), an EV charger installation is not called out anywhere on the City's Building Permit Application form or Master Fee Schedule (Resolution No. 2026-2). As electrical work altering a structure's electrical system, it is billed under the same general valuation-based Building Permit Fee Schedule used for all other construction, with fees computed from the project's stated valuation (e.g., cost of the charger unit, panel upgrade, and installation labor).
From$25.00Commercial Building Permit (New Construction / Addition / Remodel / Tenant Improvement)
Required for new commercial construction, additions, remodels, repairs, replacements, and foundation-only work on commercial buildings within the City of Soda Springs. Uses the same unified Building Permit Application as residential work, but with the 'Commercial' box checked (as opposed to 'Residential') and 'Commercial Building' checked under Building Type, and is billed from a distinct 'Building Permit Fee Schedule (Commercial)' valuation table that charges more than the residential table at every tier. CONFIRMED: the City has no separate tenant-improvement (TI) or commercial-remodel permit, checkbox, or fee line — a TI/remodel project on existing commercial space files this same Commercial Building Permit, simply circling 'Remodel' under 'Type of Work' on the application, and is billed from this same Commercial fee table based on declared project valuation.

Tips & gotchas
- Soda Springs is the Caribou County seat and shares an address (159 S Main St / nearby City Hall at 9 West 2nd South) with county offices, which can make it look county-administered — but the city runs its own building permit program under City Code Title 15, its own adopted 2018 IBC/IRC with local amendments, and its own Council-adopted fee resolution.
- Caribou County's Planning & Zoning office (Helen Barker, Administrator) handles permits for unincorporated Caribou County and county address assignments — it is a separate authority from the City of Soda Springs' own Planning & Zoning/Building Inspection department (Alan Skinner, Building Inspector).
- Local structural design amendments are stricter than many nearby Idaho jurisdictions: 36-inch minimum footings, 60 PSF roof snow load, 115 MPH 3-second-gust wind, and Seismic Design Category D1 (Earthquake Zone D1).
- No published day-count review-timeline SLA exists for Soda Springs' building permit process as of 2026-07-08 — confirm expected turnaround directly with the Building Inspector for time-sensitive projects.
- Sidewalk, curb, and gutter construction is required along the street frontage of the lot before a certificate of occupancy is issued (City Code 12.08.040) — budget for this if your lot doesn't already have it.
- Soda Springs has no separate tenant-improvement (TI) or commercial-remodel permit product. The City's Building Permit Application PDF and Master Fee Schedule Resolution No. 2026-2 define only 'Building Permit Fee Schedule (Residential)' and 'Building Permit Fee Schedule (Commercial)' tables, with 'Remodel' as one of six 'Type of Work' options on the single unified application (no distinct TI checkbox or fee line). TI/remodel work on commercial space is filed as a Commercial Building Permit — see that permit type.
