Residential Building Permit (New Construction / Addition) in Unincorporated Twin Falls County, Idaho
Required for new single-family dwellings, additions, garages, carports, covered decks/patios, and manufactured home placements in unincorporated Twin Falls County. Twin Falls County Community Development Services — Building Department reviews plans and issues permits under the 2018 IBC/IRC with Idaho Amendments. Applications may be submitted by email/upload or through the Citizens Connect permit portal.

When you need this permit
- Building permit required for new residential construction, additions, garages/carports, covered decks/patios, and any deck with a walking surface more than 30 inches above grade
- Parcel number (obtained from the County Assessor's Office)
- Copy of the deed showing ownership, including legal description (obtained from the County Clerk's Office)
- Authorization Form signed by the property owner if the applicant is not the owner
- Two (2) sets of plans drawn to 1/4 inch = 1'0" scale (or computer-generated plans at not less than 1/8 inch = 1'0"), submitted as a PDF for digital submittal
- Site plan showing property lines, lot dimensions, survey corner stakes, easements, rights-of-way, well/septic locations, all existing structures, proposed structure with dimensions and setbacks, driveway, and surface drainage
- Two (2) site plans stamped approved by the South Central Public Health District
- Building plans: footing/foundation plan with reinforcement, floor plan, egress window/smoke/CO detector locations, floor framing, crawlspace venting, beam/header sizing, stair details, wall shear bracing, elevations (minimum 2), and a completed energy conservation certification (RESCheck or prescriptive)
- Highway District, Canal Company, and Fire District approval/comment letters
- FEMA Elevation Certificate required before permit issuance if the parcel is within 100 feet of a major waterway (and again before final inspection)
- Architect/engineer-stamped plans required only if the building is more than two stories or of unusual design requiring professional structural assistance
- Plan Review Fee (35% of the building permit fee, or $100, whichever is greater) is due at time of submittal and is non-refundable

Setback verification requires property pins located and property lines clearly marked; request by phone 24/7 at 208-734-9490 ext. 1 — requests received by 9:00 AM are generally completed same day, after 9:00 AM scheduled for next workday

Framing
Requires all plumbing, electrical, gas, and mechanical rough-in inspections to be completed and signed off on the construction card by the State of Idaho (DOPL/Division of Building Safety) first

Final
Requires all plumbing, electrical, gas, mechanical, fireplace, and firewall/sprinkler final inspections signed off by the State of Idaho first. Certificate of Occupancy/Occupancy Approval issued only after all required inspections pass.

- The county's own handout states: 'The estimated time for a residential plan review is usually not more than seven business days,' contingent on submitting complete plans and all required supporting documents.
- Electrical and Plumbing permits are issued by the Idaho Division of Building Safety (state), not Twin Falls County — call 1-800-955-3044 or visit dbs.idaho.gov. Mechanical/HVAC permits, however, ARE issued directly by Twin Falls County.
