Inspection sequence

Applies to: Accessory Dwelling Unit (ADU) Permit

  1. 1

    Foundation

    Before concrete pour — footings, forms, rebar.

  2. 2

    Framing

    Framing, fire separation, and egress window verification.

  3. 3

    Insulation

    After insulation installed, before drywall.

  4. 4

    Final / Certificate of Occupancy

    All work complete, egress windows verified, smoke detectors in every bedroom and on every floor, certificate of occupancy issued.

Applies to: Basement Finish Permit

    Framing

    Wall framing, fire blocking, egress window openings and well depths.

  2. 2

    MEP Rough-In

    Electrical, plumbing, and HVAC rough-ins before walls closed.

  3. 3

    Insulation

    Insulation on exterior walls, vapor barrier placement.

  4. 4

    Final

    Drywall, fixtures, smoke detectors in every bedroom and on every floor, all finishes complete. Combustion air to appliances verified per Provo final inspection checklist (Doc 833).

    Framing

    After framing, sheathing, and roof installed — before insulation or wall cover.

    Rough Electrical / Mechanical / Plumbing

    Conduit, ductwork, and piping rough-in verified before walls are closed.

    Final / Certificate of Occupancy

    All work complete, fire and health department approvals obtained where applicable, before occupancy.

Applies to: Fire Sprinkler System Permit

    Underground Flush

    Underground piping flush test before backfill or concealment.

    Hydrostatic / Rough Test

    Hydrostatic pressure testing of above-ground piping before concealment.

    Acceptance Testing

    Formal acceptance of the completed system by the Fire Marshal's Office; contractors should have the installation permit number available when scheduling. First 2 tests included in the acceptance-testing fee.

    Final / Certificate of Occupancy Coordination

    No Certificate of Occupancy will be scheduled until all required fire permits and acceptance testing are complete, per Provo's Contractor's Corner guidance.

    Foundation / Footing

    Before concrete pour — forms, rebar, anchor bolts, and hold-down locations verified.

  2. 2

    Framing

    After framing, sheathing, and roof installed — before insulation or wall cover. Includes MEP rough-in verification.

  3. 3

    Insulation

    After insulation installed, before drywall. Includes insulation certification card which must be installed in the attic, visible through the access opening.

  4. 4

    Final / Certificate of Occupancy

    All work complete per the Residential Occupancy Final Inspection Checklist (Doc 833): smoke detectors in each bedroom and on each floor; GFCI protection at exterior, bathrooms, kitchen counter, garage, and unfinished basement outlets; seismic strapping on water heater; bedroom egress windows of adequate size and openable; combustion air to appliances; safety glazing; garage fire separation complete.

Applies to: Deck Permit

    Footings

    Verify footing depth (below frost line — 30 inches in Provo per Design Criteria), diameter, and rebar before concrete pour.

    Framing

    Posts, beams, joists, ledger connection, and hardware.

  3. 3

    Final

    Decking, stairs, guards, and railings complete — guards required when deck surface is 30 inches or more above grade.

Applies to: Electrical Permit

    Rough-In

    After wiring installed, before walls closed — verify box placement, wire sizing, proper support.

    Service / Panel

    Panel installation, grounding electrode system, service entrance conductors.

  3. 3

    Final

    All devices installed, GFCI/AFCI protection verified, panel labeled, circuits identified.

    Underground / Slab

    Before concrete pour — verify pipe slope, materials, and cleanouts.

    Rough-In

    After pipes installed, before walls closed — pressure test required.

  3. 3

    Final

    All fixtures connected, water flowing, no leaks, proper venting. Water pressure below 80 psi, water closets maximum 1.6 gpf per Provo final inspection checklist (Doc 833). Water heater P&T relief valve drain and seismic anchorage required.

Applies to: Change of Use / Certificate of Occupancy and Zoning Compliance

    Zoning Compliance Review

    The Planning Commission reviews the use/occupancy information submitted under § 14.01.090(3) — employee count, parking, restroom facilities, and occupancy square footage for commercial/industrial/institutional uses — before issuing a new Certificate of Occupancy and Zoning Compliance.

    Final / Certificate of Occupancy and Zoning Compliance Issuance

    A new Certificate must be issued before the space may be occupied under its new use; if construction accompanied the change of use, this is coordinated with the Building Division's final inspection on the underlying building or tenant-improvement permit.

Applies to: Commercial Tenant Improvement / Tenant Finish Permit

    Rough Electrical / Mechanical / Plumbing

    Interior rough-in for tenant space verified before walls/ceiling are closed.

    Final / Certificate of Occupancy

    All finish work complete, fire sprinkler and Fire Marshal approvals confirmed where applicable, before occupancy.

Applies to: Demolition Permit

    Pre-Demolition

    Verify utility disconnects are complete and any required asbestos clearance is obtained before work begins.

    Final / Site Clear

    Site cleared, foundation removed or capped, site conditions verified.

Applies to: Fire Alarm System Permit

    Acceptance Testing

    Formal acceptance testing of the completed alarm system by the Fire Marshal's Office; first two tests included in the acceptance-testing fee. Per Orem-style Fire Marshal practice referenced elsewhere in this dataset, the fire alarm final is often coordinated with the sprinkler final where both systems are present — not separately documented for Provo but noted here as a scheduling consideration.
