When you need this permit
- Finished basements: fully dimensioned floor plans, identification of load-bearing walls, window/window-well dimensions for bedrooms (escape ladder required if window well exceeds 44" measured to top of well from sill), smoke/CO alarm layout wired in series across all levels, electrical outlet layout and panel location, plumbing fixture locations
- Room remodels: before/after floor plans, bedroom window size and sill heights if affected, smoke/CO alarm upgrades to all bedrooms and each floor where attics/crawl space/unfinished basements exist (required even if the remodel doesn't touch those spaces)
- Decks (attached, supported by dwelling): permit required if floor area exceeds 70 sq ft, any horizontal dimension exceeds 7 ft, stairs to grade have 4+ risers, deck surface is over 30 inches above grade, or deck is roofed/has a pergola; footings must extend below the 36" frost level

Tips
- Even a remodel that doesn't touch an attic, crawl space, or unfinished basement still requires smoke and CO alarm upgrades to all bedrooms and each floor if those spaces exist elsewhere in the home, per the city's own checklist.
- A deck under 200 sq ft, self-supporting, low to the ground (beam/joist underside under 12 inches from grade) using preservative-treated lumber, does NOT require a permit at all in Heber City.
- Bedroom window wells taller than 44 inches (measured to the top of the well from the window sill) require an attached escape ladder.
