  • A wide list of signs never needs a permit at all — directional/instructional signs (≤4 sq ft, ≤4 ft height), no trespassing/no dumping signs, small plaques (≤2 sq ft), religious/historical symbols (≤8 sq ft), one 32-sq-ft institutional monument sign for churches/schools/government buildings, small flags, public necessity signs, memorial plaques, and notice bulletin boards (≤32 sq ft) among others (§ 18.103.080)
  • Grand opening temporary signs (max 2 per business, ≤60 days, permit must issue within the business's first year of operation) still require a temporary sign permit despite being time-limited (§ 18.103.100)
  • Roof signs, snipe signs, wind signs, animated/flashing/rotating signs, and off-premise temporary signs (other than real estate signage) are prohibited outright in every zone; electronic message centers are barred from residential zones entirely (§ 18.103.070)

    • The sign fee schedule line item is simply labeled 'Sign' with a flat $78.00 administrative fee and no escrow — unlike many of Heber City's other Planning Fees (which carry large escrow deposits for staff/consultant review time), sign permits are a flat, low-cost application.
    • Installing a sign before getting a permit is expensive: City Code § 18.103.110 charges whichever is greater of a flat $100 penalty or double the normal sign permit fee, on top of possibly having to remove the sign.
    • A long list of small/incidental signs never need a permit at all (directional signs, small plaques, religious/historical symbols, one institutional monument sign per qualifying use, memorial plaques, notice bulletin boards, etc.) — check § 18.103.080 before assuming a permit is required.
