Change of Use Permit in Cheyenne, Wyoming
Required when a property's use changes in a way that meets the Unified Development Code's (UDC) change-of-use criteria. Combines a Building/Compliance Department 'Change of Use Permit' fee with, in most cases, a Planning and Development Department Site Plan (or reduced Site Plan Change of Use Documentation) review, and concludes with issuance of a Certificate of Occupancy for the new use.

When you need this permit
- Per the City's Building/Planning FAQ, a change of use constitutes at least one of: the proposed use is appreciably different than the current use; there is an increase in the size of the existing building or extent of the use of the land; the new use is permitted in the zoning district but requires more parking than the previous use; the new use generates more vehicle trips than the previous use (per the Institute of Transportation Engineers' Trip Generation, latest edition); or the amount of stormwater runoff/impervious surface area increases with the new use
- A Site Plan application is required for any change of use or new building (among other triggers), except for single-family, duplex, or townhouse development
- If the change of use involves NO proposed exterior modifications, Planning and Development accepts a reduced 'Site Plan Change of Use Documentation' in place of a full Site Plan application
- A Certificate of Occupancy is issued when the Building Official finds no code violations for the change of use of an existing structure, following required inspections
- A financial surety bond (125% of cost for site/landscaping work, 150% for right-of-way work) is required for any unfinished exterior work when a Site Plan and final Planning inspection are required, prior to TCO or CO issuance
- Contractors performing any construction work associated with the change of use must hold current City of Cheyenne contractor licenses Contractor

- The $250 Change of Use Permit fee (Compliance/Building Department, Ordinance 4254) and the $100 Site Plan Change of Use Documentation fee (Planning and Development, Resolution 6213) are two DIFFERENT fees that can both apply to the same change-of-use project -- don't assume one covers the other.
- If your change of use involves no exterior modifications, ask Planning and Development whether the reduced $100 Site Plan Change of Use Documentation applies instead of a full $600 Site Plan review.
- No separate fee exists for issuance of a final (non-temporary) Certificate of Occupancy -- confirmed absent from the live Schedule of Fees PDF 2026-07-22; only the Temporary CO and its late-conversion penalty carry fees. This is a verified finding, not a gap.
- 2026-07-22 finding: the $300.00 Temporary Certificate of Occupancy fee for One and Two Family Dwellings (Ordinance 4254) had not previously been priced anywhere in this file -- only the $1,250 commercial TCO fee and the $750 conversion penalties were previously documented.
