Change of Use / Zoning Certificate & Certificate of Occupancy in Unincorporated Natrona County, Wyoming
Natrona County does not issue a standalone 'change of use permit' product; a change of use of any building or land area is regulated through the Zoning Certificate process (Zoning Resolution § 5.12), administered by the Natrona County Planning Department, and closed out with a Certificate of Occupancy (C.O.) issued by the Building Department once the Building Official finds the completed work free of code violations.

When you need this permit
- A Zoning Certificate must be obtained from the Applicable Director (Planning Department) before any building, structure, or manufactured home is commenced, erected, or altered, and before any building, electrical, or plumbing permit is issued, per Zoning Resolution § 5.12(B)
- Any future modification of an existing building, OR any change of use of a building or land area, requires a subsequent Zoning Certificate approval per § 5.12(E) — this is the county's mechanism for regulating change-of-use
- Exemptions from the Zoning Certificate requirement: accessory structures under 225 sf that are not on a permanent foundation and not attached to a building with a permitted use (§ 5.12(B)(1)); and internal renovations that do NOT change the use of the building (§ 5.12(B)(2))
- Zoning Certificate approval criteria: compliance with Chapter 4 use-specific standards and the applicable zoning district, the Natrona County Subdivision Resolution, and Casper/Natrona County Health Department Rules and Regulations
- A Zoning Certificate becomes void one year after issuance unless the associated use is established — established by a Building Permit having been issued and construction diligently pursued, a Certificate of Occupancy having been issued, the use physically established with supporting records, or the Zoning Certificate being renewed (§ 5.12(F))
- To close out a building permit and obtain a Certificate of Occupancy, request it from the Building Official with seven business days' advance notice; the project must be fully completed per approved plans (structural, electrical, plumbing, mechanical) and the Building Official must find no violations of the adopted codes or other laws enforced by the Development Department

Final Occupancy Inspection
Requested from the Building Official with seven business days' advance notice; all structural, electrical, plumbing, and mechanical work must be complete per approved plans. The Certificate of Occupancy is issued once the Building Official finds no violations of the adopted codes or other enforced laws.
