Applies to: Residential Building Permit (New Construction)

Required for footing, trenches, formed footings, and drilled piers/caissons with reinforcing steel in place; includes rebar ground for electrical (concrete-encased electrode)

Forms with reinforcing steel in place, ready for concrete, before concrete is placed

Damp-proofing
Required only for basements

Rough Mechanical / Rough Electrical (underground)
Only if part of the system will be covered by concrete before the entire rough-in is complete

Roof and Wall Sheathing
Before dry-in or house wrap

Rough Plumbing
Made when rough-in is complete and water/air is in the lines per code; performed by the State of Colorado Plumbing Inspector, not the City
