Commercial Building Permit in Delta, Colorado
Required for new commercial construction and commercial alterations/remodels/changes of use within Delta city limits, issued by the City of Delta Building Department (Community Development, 360 Main Street) — the City itself, not Delta County, administers building permits inside city limits. The City publishes a dedicated Commercial Building Permit Checklist (in its Building Procedures Booklet) that is distinct from the Residential checklist: commercial submittals must be stamped by a Colorado licensed architect and engineer, include a code analysis by the Architect of Record, and list IBC-required special inspections. Reviewed under the City-adopted I-Codes (2018 IBC named on the Building Department page; the 2026 Fee Schedule's Table 3A valuation table is headed '2024 International Building Code' — see codesAdopted for this surfaced discrepancy). Substantial plans are reviewed by SAFEbuilt on the City's behalf. Plumbing is permitted and inspected exclusively by the State of Colorado, not the City; electrical is permitted by the City.

When you need this permit
- Building Permit Application, signed, submitted to the City of Delta Building Department (360 Main Street) or emailed to comdev@cityofdelta.net
- Copy of the recorded deed
- Two (2) plot plans showing property address, north arrow and scale, lot dimensions, all projections (stairs, balconies, decks, cantilevers) with distances from proposed structure to property lines and existing structures, and what surrounds the property (street names, ditches, lakes, railroads)
- Site Development Approval (see the City's separate Site Development checklist)
- Two (2) sets of: Architectural/Floor Plans stamped by a Colorado licensed architect; Structural Plans and Specifications stamped by a Colorado licensed engineer; Project Specifications; Foundation Plans stamped by a Colorado licensed engineer; Mechanical Plans stamped by a Colorado licensed engineer; Fire Protection Plans, stamped, if a sprinkler system is part of the design; Soils Report stamped by a Colorado licensed engineer; Structural Calculations stamped by a Colorado licensed engineer; and a List of Special Inspections required by the IBC
- Code analysis prepared by the Architect of Record covering: occupancy and construction type, area calculations, exiting, occupant load, wind speed design, snow load, frost depth, codes used for design, and any other pertinent information
- Separate Mechanical Permit Application (mechanical permit fees due at time of mechanical permit application)
- Address application
- Sewer and Water tap application (or County On-Site Wastewater Treatment System (OWTS) approval for septic, when applicable)
- Permits or agreements that MAY also be required: Excavation Permit, County OWTS, Floodplain Permit, and curb/gutter/sidewalk installed or a postponement agreement signed
- Plan review fee is due at application; Building Permit Fee and Water/Sewer Tap Fees are due at issuance of the permit
- All substantial building plans are reviewed by SAFEbuilt ((303) 774-1388 x103), which may contact the architect or engineer directly with questions; separate City electrical permit and State plumbing permit required for those trade scopes
- Permit becomes null and void if work is not commenced within 180 days of issuance, or is suspended/abandoned for 180 days; plan-review applications with no permit issued within 180 days likewise expire (one extension possible for cause)

Certificate of Occupancy issues automatically after all finals — occupancy before CO is not permitted.

Tips
- Tenant improvements are NOT a separate City permit type in Delta — a commercial TI/tenant finish runs through this same Building Permit Application (as a Remodel or Change of Use) and this same commercial checklist. The only place 'Tenant Finish/Remodel' appears as its own line in City publications is the fire-code plan-review fee tier in Table 3E ($50 up to 200 sq ft; $100 for 201–10,000 sq ft plus $100/inspection; new-building rates above 10,000 sq ft).
- Commercial submittals require Colorado-licensed professional stamps across the board — architect for the architectural plans and the code analysis, engineer for structural, foundation, mechanical, soils, and structural calculations — a substantially heavier packet than Delta's residential checklist.
- Budget the fee stack in three stages: plan review (65% of the permit fee) is due at application; the building permit fee (Table 3B) and water/sewer tap fees (BSIFs, which can dwarf the permit fee — e.g., $5,450 for a 3/4" sewer tap and steeply upward by size) are due at issuance; mechanical permit fees are due at the mechanical permit application.

- The City of Delta issues electrical permits in-city but does NOT process plumbing at all — State of Colorado Plumbing Board, (303) 894-2300 — and commercial re-roofs over 100 sq ft need their own permit billed on full Table 3B valuation (no flat fee, unlike residential's $25).
- Confirm jurisdiction first: parcels outside Delta city limits are permitted by the separate Delta County Building Department (deltacountyco.gov), not the City.
