Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

Tips & gotchas

  • Carbondale is a home-rule Town with its OWN Building Department (511 Colorado Ave) — this is entirely separate from Garfield County's building department, which only serves unincorporated areas of the county. Property inside Carbondale town limits is never permitted through Garfield County.
  • Electrical work is the one major permit category the Town does NOT issue itself — it's routed to the Colorado State Electrical Board (DORA), since Carbondale has no local electrical inspection program. Every other major trade (building, mechanical, plumbing) is self-administered by the Town.
  • The Town's own 'Estimated Building Permit Review Times' table breaks review into three sequential stages — Administrative Review, Planning Department Review (N/A for straight remodels, roofs/windows, and plumbing/mechanical/solar), and Building Department Review — and explicitly warns these are extended by incomplete applications, non-compliant construction documents, additional department reviews (typically for commercial projects), and Building Department staff absences.
  • The Town-adopted 2021 IFC and the 2025 Colorado Wildfire Resiliency Code were both listed by the Town's own Building Department page as becoming effective 7-1-2026 — that date has now passed, so both codes are current as of this file's 2026-07-19 verification, notwithstanding the Town page's own future-tense phrasing ('WILL BE EFFECTIVE').
  • Building Permit fees for ALL categories (residential and commercial, new construction and remodel/addition) share one single valuation-based bracket fee table in Appendix A, plus a uniform 65% plan-review surcharge — the permit TYPES differ in review timeline and required documents, not in how the base fee is calculated.
  • A 3.5% Town of Carbondale Use Tax on declared construction material value applies across every trade permit (building, mechanical, plumbing, solar, roofing) per Appendix A and Municipal Code Section 18-1-120 — budget for this in addition to the permit and plan-review fees.
  • Demolition is folded into the residential/commercial building permit itself when the structure is being rebuilt in place; a standalone $75 Demolition Permit is only required when nothing is being rebuilt on the site.
  • New or remodeled restaurants must get Garfield County Public Health plan approval BEFORE submitting the Town building permit application — this is a genuine cross-agency dependency, not a Town-internal review step.
  • Construction noise is barred entirely on Sundays, and permitted hours are M-F 7:00 AM-7:00 PM, Sat 9:00 AM-5:00 PM, per the Town's Building Department page — factor this into any inspection or contractor scheduling.
