Sign Permit in Center, Colorado

The Town of Center's Zoning Code (Chapter 44 of the Town's Code of Ordinances, codified through Ordinance No. 571, enacted April 23, 2024, republished May 5, 2025) defines the term 'Sign' and two subtypes ('Sign, Advertising' and 'Sign, Animated') in its Article 44-XI Definitions (Sec. 44-221) — but across all eleven articles of Chapter 44 there is no dedicated Sign Regulations article, no dimensional, height or illumination standard, and no standalone sign-permit fee, and Chapter 10 (Buildings and Building Regulations, including the Town's adopted International Building Code) contains no sign-specific provision either. A sign is still captured by the general Building Permit requirement: it meets the Zoning Code's own definition of 'Structure' (Sec. 44-221: 'Anything constructed, the use of which requires permanent location on the ground or attachment to something having a permanent location on the ground'), and Sec. 44-211(a) requires a Building Permit application for the erection of any 'structure'. It is simply not its own permit type or fee line anywhere in the Town's Building Permit Application and Fee Schedule document, which lists only New Construction, Addition(s), Mobile Home, Fence-New/Replace, Deck or Patio, Reroof, Shed, Siding or Stucco, New Water/Gas/Sewer Tap, and an open 'Other' line, with no 'Sign' checkbox. Note that the Town's code on centerco.gov and the vanity center.municipalcodeonline.com domain both return an unrendered shell to simple tools and misroute to an unrelated default state page — open library.municode.com/co/center in an ordinary web browser to read the chapter text.
