PPRBD Footing/Final (retaining walls over 4 feet only)
Retaining walls exceeding 4 feet in height require a PPRBD building permit and associated PPRBD inspections in addition to the City ZDP; fences and walls at or under 4 feet are not documented as requiring a field inspection under the ZDP itself.

Tips
- A fence installed within a utility or drainage easement can legally be removed by the City or utility provider at the property owner's expense for maintenance access — check for easements on your site plan or ILC before finalizing fence placement.
- The 4-foot retaining-wall threshold is measured from the bottom of the lower course to the top of the wall, not from grade — a wall that looks shorter from one side may still cross the threshold when measured this way.
