Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.
- 2023 Pikes Peak Regional Building Code (PPRBC) — per PPRBD's Residential Plan Review guide, which lists the City of Woodland Park among the jurisdictions served by the Pikes Peak Regional Building Code.
- 2021 International Residential Code (IRC)
- 2021 International Existing Building Code (IEBC)
- 2021 International Energy Conservation Code (IECC)
- Colorado Model Electric Ready and Solar Ready Code (CMERSRC)
- 2021 International Swimming Pool and Spa Code (ISPSC)
- 2023 National Electrical Code (NEC), or the most recent edition adopted by the State of Colorado, per PPRBD's Residential Plan Review guide
- International Fire Code (IFC) and local amendments — enforced by the local Fire Authority (a distinct authority from PPRBD), per PPRBD's Residential Plan Review guide
- City of Woodland Park Municipal Code Title 18 (Zoning), which separately governs Zoning Development Permit review (setbacks, fencing, signs, etc.) and is administered by the City's own Planning and Building Department rather than PPRBD.
Permit types & fees
Zoning Development Permit — Single Family Residence, Townhome, or Condominium
Required City-level zoning/setback review for new single-family residence, townhome, or condominium construction in Woodland Park. This is the City's own permit (issued by the Planning and Building Department) and is a separate, required step alongside the structural Building Permit issued by the Pikes Peak Regional Building Department (see the related PPRBD Building Permit entry in this file) — the two are not the same permit and are not issued by the same authority.
Building Permit (Pikes Peak Regional Building Department)
The structural Building Permit for new construction, alterations, additions, conversions, and repairs to residential or commercial buildings within Woodland Park. This permit is issued and administered entirely by the Pikes Peak Regional Building Department (PPRBD) — a separate regional authority based in Colorado Springs — NOT by the City of Woodland Park, under Section RBC108.2 of the 2023 Pikes Peak Regional Building Code, per the fee schedule adopted for PPRBD's use within Woodland Park. For new construction of one- and two-family dwellings, the fee bundles plumbing, electrical, gas, heating, and building permits together; for commercial buildings, the fee covers the building permit only, with trade permits billed separately (Table B).
Multi-Use Zoning Development Permit (Additions, Garages, Decks, Sheds, Accessory Structures, Alterations)
The City's general-purpose ZDP covering the most common residential and commercial zoning-review scopes: additions, alterations/remodels, attached or detached garages, decks, and sheds, plus commercial change-in-use, commercial development, accessory structures, parking lots, and public infrastructure. A separate PPRBD Plan Check and/or Building Permit applies where the scope requires structural review (e.g., sheds over 200 sq ft, all garages, all additions).
Fence, Dumpster Enclosure & Retaining Wall Zoning Development Permit
Required City ZDP for installing a fence, dumpster enclosure, or retaining wall in Woodland Park, governed by Municipal Code Chapter 18.42 (Fencing and Shrubbery). Retaining walls over 4 feet in height additionally require a PPRBD building permit with stamped engineered drawings.
Sign Zoning Development Permit (Permanent, Portable/Temporary, and Banner)
Required City ZDP for most signs in Woodland Park, per the City's revised 2010 sign code. Signs exceeding 4 feet or illuminated signs may require an additional permit through PPRBD.
Demolition Zoning Development Permit
Required City ZDP for demolishing a structure in Woodland Park, listed among the project types the Planning and Building Department's ZDP process covers.
Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mounted solar photovoltaic (and solar-thermal) systems within Woodland Park. Structural/electrical review and permitting is handled by the Pikes Peak Regional Building Department (PPRBD), which publishes a detailed 'Alternative Energy Plan Requirements' handout covering PV electrical, roof-mount, and ground-mount construction requirements (current as of 10/28/2025). PPRBD's own adopted code suite includes the Colorado Model Electric Ready and Solar Ready Code. No dedicated solar/PV fee line item exists in PPRBD's Woodland Park fee schedule — a solar installation is billed under the same Table A valuation-based Building Permit fee plus a per-trade Trade Permit Attachment Fee for the electrical trade, subject to Colorado's statewide solar permit fee cap.
EV Charger / Electric Vehicle Charging Station Permit
Woodland Park has no dedicated EV charger/EVSE permit type or fee line. As with solar PV, the Pikes Peak Regional Building Department (PPRBD) — not the City of Woodland Park's own Planning and Building Department — issues the electrical permit covering EV charger circuit wiring, panel/service upgrades, and equipment installation, under PPRBD's adopted NEC edition. Confirmed via review of PPRBD's 2023 Building Permit Fee Schedule - Woodland Park (Table A/B), which contains no line item for 'EV,' 'electric vehicle,' or 'charging station'; a charger installation is billed under the same valuation-based Building Permit Fee (Table A) plus a Trade Permit Attachment Fee for the electrical trade (Table B/B.1), the identical mechanism documented in this file's solar-pv-permit entry. Woodland Park's population (approximately 8,100 as of 2025) is below the 10,000-resident threshold that triggers Colorado HB24-1173's mandatory EV charger permitting model code and 3-business-day decision-notification requirement, so the City/PPRBD is not a 'covered municipality' under that law. Re-verified 2026-07-20 via a direct re-fetch of the live PPRBD 2023 Building Permit Fee Schedule - Woodland Park PDF (February 2025 ICC valuation data, effective June 30, 2025 — current as of this review): Table B ($100.00/trade, commercial) and Table B.1 ($50.00/trade, detached accessory structure or 1-2 family dwelling alteration) figures confirmed unchanged and current; Table A ($50.00 minimum, $1-$500 valuation, scaling per the published bracket table) also confirmed current. No EV/electric vehicle/charging station line item exists anywhere in the schedule.
Tips & gotchas
- Woodland Park runs a genuinely two-authority permitting model: the City of Woodland Park Planning and Building Department (220 W. South Avenue) issues Zoning Development Permits (ZDPs) covering zoning/setback compliance for nearly every project type, while the Pikes Peak Regional Building Department (PPRBD) — a separate regional authority at 2880 International Circle, Colorado Springs — issues the actual structural Building Permit. Most projects (new construction, additions, garages, sheds over 200 sq ft, retaining walls over 4 feet) require BOTH.
- Teller County's own Building Division (tellercounty.gov/Building-Division) is a SEPARATE department that serves unincorporated Teller County only — it does NOT issue permits for property within Woodland Park city limits. Do not assume the county building division applies to an in-city address.
- PPRBD serves multiple jurisdictions beyond Woodland Park — per PPRBD's own Residential Plan Review guide: Colorado Springs, Fountain, Manitou Springs, Palmer Lake, Green Mountain Falls, Monument, Town of Calhan, El Paso County, and the City of Woodland Park. Woodland Park is the only Teller County jurisdiction PPRBD serves among that list.
- No stated day-count review timeline was found published by either authority as of 2026-07-19. PPRBD instead publishes a live, hourly-refreshed 'Current Plan Review Status' dashboard showing the dates through which each review discipline (Electronic Plan Triage, Construction, Mechanical, Plumbing, Electrical) is currently caught up to — a moving backlog indicator, not a fixed SLA, and not used in this file to construct an estimated day-count.
- Sheds 200 sq ft or smaller: City ZDP only ($68, Multi-Use Application). Sheds over 200 sq ft: City ZDP PLUS a separate PPRBD Plan Review and Building Permit. Retaining walls 4 feet or under: City ZDP only ($68). Retaining walls over 4 feet: City ZDP PLUS stamped engineered drawings PLUS a PPRBD building permit.
- A Zoning Development Permit is valid for one year from its date of approval and must be renewed if construction/use has not commenced within that period, per the Multi-Use and SFR ZDP Application Certification sections.
- New single-family residence construction carries THREE additional City development-impact fees beyond the $184 ZDP fee and the PPRBD building-permit fee: a Regional Park Fee, a Storm Water Capital Improvement Fee, and a Transportation Capital Fee — the first and third tiered by bedroom count, the second tiered by impervious-surface square footage — plus a Use Tax on construction materials and separate Water/Sewer Tap Fees. Total project cost is spread across at least two authorities and six-plus distinct fee lines.
- Fee-schedule currency as of this research: City 'Development Fees' effective 1/1/2026-2/28/2027 (revised 1/1/2026); SFR ZDP Application effective 3/1/2026-12/31/2026 (revised 4/1/2026); Multi-Use, Fence/Dumpster/Retaining Wall, Sign, and Demolition ZDP Applications all revised 1/1/2026; PPRBD's '2023 Building Permit Fee Schedule - Woodland Park' uses February 2025 ICC Valuation Data effective 6/30/2025. Confirm none of these have since been superseded before quoting a fee to a client.
- This research session could not reliably extract readable text from the Demolition ZDP Application PDF (source returned encoded/non-extractable content on repeated fetch); the demolition-permit permitType entry in this file is marked 'partial' confidence for that reason, while every other permitType in this file is 'verified' against directly-read primary-source PDFs and web pages.
