Codes adopted

Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.

• Idaho has a mandatory statewide baseline building code under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41; Idaho Code § 39-4109). Permit types & fees

• Residential Building Permit

  Required for new single-family residential construction, additions, and structural alterations within the incorporated City of Worley. Permit applications are issued through Worley City Hall; plan review and inspections are performed by the Idaho Division of Occupational and Professional Licenses (DOPL) Building Safety program under the statewide default administration arrangement, since no separate city building-code ordinance or fee schedule is independently published.

• Solar Photovoltaic (PV) Permit

  Required for installing a rooftop or ground-mounted solar photovoltaic system within Worley city limits. Unlike many Idaho cities that run their own local building department, Worley relies entirely on the State of Idaho DOPL for BOTH the structural building permit and the electrical permit — plan review and inspection for all trades (building, electrical, mechanical, plumbing) are performed by DOPL under the statewide program, with the City of Worley only handling permit application intake at City Hall. Neither DOPL's Table 1-A Building Permit Fees nor its Electrical Permit Worksheet publishes a dedicated solar/PV-specific building fee, but DOPL's electrical fee schedule does publish a dedicated Solar/Renewable Energy formula.

• EV Charger / Electric Vehicle Charging Station Permit

  Worley has no dedicated EV charger/EVSE permit type. As with solar, the State of Idaho DOPL — not the City of Worley — issues and inspects the electrical permit for an EV charger circuit; the City only handles application intake at City Hall. Reviewed directly against DOPL's own 'Electrical Permit Worksheet (Fee Schedule)' (Homeowner Electrical Permit form, revised 8/17/2022, re-fetched live 2026-07-20 and confirmed unchanged/current): the worksheet has no line item named 'EV charger,' 'electric vehicle,' 'EVSE,' or 'charging station.' A residential Level 2 EV charger circuit added to an existing home is captured under the worksheet's general 'Existing Residence' line — '$65 fee plus $10 per additional branch circuit' — since installing a dedicated EV charger circuit is exactly that: adding a branch circuit to an existing panel. If bundled into new construction, it is included in the flat 'New: Single Family Dwelling' fee tier by square footage. The worksheet's residual catch-all, 'OTHER INSTALLATIONS including SOLAR/RENEWABLE ENERGY,' is resolved on close re-reading of its exact instruction text: it directs the applicant to 'Check here if this is a Solar, Renewable Energy, power generation, power production, or energy storage system' — an EV charger is a load/consumption device, not a generation, production, or storage system, so this catch-all does NOT apply to it. The 'Existing Residence' branch-circuit line is therefore the controlling fee mechanism for a standard EV charger circuit, not an ambiguous choice between two lines.
