Commercial Tenant Improvement (Commercial – Remodel Permit) in Boulder City, Nevada

Boulder City does not brand a standalone 'Tenant Improvement permit' — tenant improvements and other alterations to existing commercial space are processed under the City's 'Commercial – Remodel' building permit, which is nonetheless a genuinely distinct submittal track: it has its own published checklist (which itself uses the term 'tenant improvement' for this work), a much shorter published first-review timeframe of 1–2 weeks versus 3–4 weeks for new construction, and fewer prerequisites (no drainage or traffic study requirement). Fees are identical in structure to any building permit: valuation-based Table A plus 65% plan review and $40 issuance. The incoming business will separately need a Certificate of Business Occupancy through the business-license process before operating.

When you need this permit

  • Appropriate zoning must already be in place for the proposed use, and a permanent address including suite numbers (if applicable) must be assigned, before the application can be accepted (Commercial – Remodel checklist, Part 2 Prerequisites — note the drainage-study and traffic-study prerequisites of the new-construction track do not appear on the remodel checklist)
  • All documents must be digitally stamped/signed and emailed to buildingpermits@bcnv.org (20MB per email limit; subject-line keywords such as 'Initial Submittal – [address]' speed processing) (checklist Part 4)
  • A non-refundable plan review deposit equal to the full plan review fee must be paid before staff review any plans/documents; a blank or incomplete checklist makes the submittal incomplete and it will not be reviewed (checklist Part 1; Administrative Code Section 110.2(E))
  • Plans must indicate all tenant space within the building and identify adjacent occupancies and uses on the site plan, plus occupancy separations, fire assemblies and exiting on the floor plan (checklist Part 5)
  • Work must comply with the City's adopted codes as listed on the checklist (2018 IBC/UMC/UPC/IECC/IFC editions and 2017 NEC, with Southern Nevada Building Code Amendments) and Title 11 zoning; the 2018 International Existing Building Code governs work on existing buildings per Administrative Code Section 101.5.2
  • If the tenant improvement changes the space's building-code occupancy classification, a Certificate of Occupancy under Section 113.1 is required through this permit, and the change of occupancy can trigger accessibility-upgrade obligations under Section 107.10.2
  • Properties in the Boulder City Historic District may require Historic Preservation Committee review, which can delay the permit (checklist Part 6)

Inspection process

  1. 1

Inspections per the permit's Inspection Record

The Building Official makes the inspections set forth on the Inspection Record assigned to each permit (Section 112.3), scheduled by the permit holder; work may not proceed past an inspection point or be covered/concealed without approval (Section 112.6)

  2. 2

    Final Inspection

Made after all work required by the building permit is completed (Section 112.3.3)

  3. 3

Certificate of Business Occupancy inspections (separate, post-construction)

Before the business operates in the finished space, Building and Safety and Fire Department inspections through the Business License process lead to the $60 Certificate of Business Occupancy (Sections 112.7, 113.2); these are made only after all other agency inspections are complete and the Table H fee is paid

Tips

  • There is no separately named 'Tenant Improvement permit' in Boulder City — apply using the Commercial – Remodel checklist, which explicitly treats tenant improvements (its kitchen-plan item begins 'If tenant improvement includes a full service kitchen…'). A third commercial track, Commercial – Foundation Only, also exists for phased projects.
  • The remodel track's published first review (1–2 weeks) is roughly half to a third of the new-construction window (3–4 weeks) — but only if the submittal is complete; incomplete packages and blank checklists are not reviewed at all.
  • Budget for the sequence: TI building permit (Table A + 65% plan review + $40 issuance) during construction, then the $60 Certificate of Business Occupancy via the Business License portal before the tenant can operate. A new tenant occupying an existing space with NO construction work skips this permit entirely and only needs the business-license/Certificate-of-Business-Occupancy flow — see the certificate-of-business-occupancy-permit entry.
  • If the TI changes the space's occupancy classification (e.g. mercantile to assembly), the permit also carries a Section 113.1 Certificate of Occupancy and can trigger accessibility upgrades under Section 107.10.2 — flag this early with plan reviewers.
  • For roof-mounted mechanical equipment added during a TI, the checklist requires elevation drawings showing screening and confirming the unit does not exceed the parapet height.

Functionally yes, nominally no. The City processes TI work under its 'Commercial – Remodel' building permit, but that track is distinct from new construction: its own published checklist (which uses the term 'tenant improvement'), a shorter published first-review timeframe of 1–2 weeks, and no drainage/traffic-study prerequisites. Fees follow the same valuation-based Table A schedule as every other building permit — there is no separate TI fee line. No. A building permit (this entry) is needed only when construction work is performed. A tenant simply moving into an existing space with no alterations goes through the Business License process, which triggers Building and Fire inspections and a $60 Certificate of Business Occupancy — no building permit involved.
